As the product of the economic system transformation,semi-public kindergarten is difficult to survive,the existence of a large number of non-state-paid teacher is suffering from unfair treatment such as low remuneration packages,insecure social status,and unequal pay for equal work.Under such circumstances,the enthusiasm of non-state-paid teacher has been severely dampened and their enthusiasm for work has been seriously reduced.Research shows that effective motivation can fully mobilize the enthusiasm and initiative of non-state-paid teacher and improve work efficiency.Needs is the starting point of non-state-paid teacher's motivation,and satisfaction is the attitude and experience of non-state-paid teacher's motivation,which reflects the effective degree of incentives.Therefore,from the perspective of non-state-paid teacher in semi-public kindergarten,the present situation and characteristics of incentive needs and incentive satisfaction are studied,and the influencing factors are analyzed,so as to propose effective incentives.Through interviews and questionnaire surveys,the researcher found that the characteristics of incentive needs of non-state-paid teacher in semi-public kindergarten were mainly characterized by strong demand,career-oriented demand,and external support as the primary needs.The characteristics of incentive satisfaction are as follows:the overall satisfaction is higher;the psychological environment is the most satisfactory,the material environment is the most unsatisfactory;the relationship between age and incentive satisfaction is "U" curve.On this basis,from the relevant laws and regulations of preschool education,financial input system of preschool education,personnel management system of preschool teachers,incentive measures of kindergartens and non-state-paid teacher's academic qualifications,positions,monthly salary levels,teaching age,age,title and other individual factors,The factors that influence the incentive characteristics are analyzed.Finally,based on the incentive features of non-state-paid teacher and influencing factors,the effective incentive suggestions are put forward from three aspects:the government,the host unit and the kindergarten.The government should improve the relevant laws and regulations to clarify the status of non-state-paid teacher;increase financial support to ensure the remuneration of non-state-paid teacher;strengthen publicity and create a social atmosphere that respects non-state-paid teacher.The host unit should provide the necessary support to assist kindergartens in encouraging teachers;at the same time,they should give kindergartens autonomy to implement teacher incentives.Kindergartens should formulate targeted incentive measures based on the needs of non-state-paid teacher;build a fair and just organizational system;attach importance to the incentive role of the work itself;and guide non-state-paid teacher to self-motivate.
