The global development of higher education in Russia has put forward higher requirements for teachers in higher education institutions.For state universities,the quality of higher education depends on teachers' work ability and work enthusiasm.However,judging from the current working status and incentive status of teachers in national universities,the incentive mechanism for liberal arts teachers still has certain defects.These shortcomings have eliminated the enthusiasm of liberal arts teachers,and also led to the shortage of outstanding young teachers and the aging of the faculty.In addition,the Russian Ministry of Education currently pays more attention to science and engineering,while pays less attention to the arts and humanities.Teachers are generally confused about the future of the liberal arts in Russian universities.Therefore,this article chooses to study the group of liberal arts teachers in Russian State University,which has important practical significance for the effectiveness of the incentive mechanism of Russian higher education teachers and the globalization of Russian higher education institutions.An effective university teacher incentive mechanism depends on the leadership of higher education institutions,but leaders and administrators often lack in-depth understanding of the true status of teacher incentive mechanism,and liberal arts teacher incentive mechanism do not pay attention to the quality and value of teachers' work.This has led to tensions between teachers and administrative staff.In addition,due to the lack of national budgets for liberal arts national universities,universities themselves cannot provide diverse and effective incentives to teachers.Therefore,this article investigates the specific content of the incentive mechanism of liberal arts teachers of Luniversity,its operational effects and satisfaction through in-depth interviews and questionnaire surveys.The problems and reasons of the incentive mechanism are explored from multiple dimensions such as the content of incentives and causality,and suggestions for optimizing the incentive mechanism of liberal arts teachers in L University are put forward.This article conducted in-depth interviews with 21 intervieweesfrom the personnel department and liberal arts teachers of L University,conducted a questionnaire survey on 226 liberal arts teachers,and an in-depth analysis of the current situation and problems of the incentive mechanism for liberal arts teachers in L University in a comprehensive and multi-dimensional manner.This study found that there is still a gap between the actual situation of L University's incentive mechanism and the needs of liberal arts teachers.At present,the problems with the motivation mechanism of liberal arts teachers in L University are mainly due to the unreasonable performance evaluation method of the performance reward and punishment mechanism,the disproportion of salary and workload,the lack of non-economic rewards and the unfair promotion of administrative positions.The main reasons for exploring the problems are: the defects of the teaching reward and punishment mechanism based on performance appraisal,the leadership not paying attention to the importance of teachers' work,the leadership not caring about the subordinates,and the promotion mechanism of administrative positions based on the recommendation of the leader.Finally,based on the principles of difference,problem orientation,and hygiene factorsas preconditions,and motivation factors as driving forces,this paper proposes corrective motivation concepts,innovative teaching management,and establishment of an appraisal and comprehensive performance appraisalbased reward and punishment mechanism,paying attention to the fairness of compensation and benefits,and specific measures to strengthen the incentive effect of the administrative promotion mechanism.
