With the establishment of market economy and national institutions and personnel system reform,college teachers' management system also gradually realized by the state to unit of choose and employ persons,fixed by the labor of choose and employ persons to contract management.Contract as an innovation of personnel system in colleges and universities,in improving the work efficiency,optimize the allocation of resources,improve the utilization rate of resources,enhance the talent liquidity does play a obvious effect.But,the implementation process,the society,colleges and universities,contract to teachers' inside and outside factors,such as contract system for local colleges teachers' rights protection not in place,to a large extent hindered the college teachers contract to continue and good development,therefore,this article focus on local colleges contract teachers' rights and interests protection research.Refers to after consultation by the parties contract to university teachers by the school or schools hire internal units,by the school or schools pay remuneration to,the internal unit,sign labor contract,in the public or private colleges teaching in colleges and universities,scientific research,management and other fields to provide labor services outside the business establishment of teachers.On the basis of consulting relevant literatures and teachers' laws and regulations at home and abroad,this study aims at discussing the rights and interests of local university contract teachers from four aspects: salary and welfare,promotion evaluation,further education and political rights.The data were collected through questionnaires and interviews,and SPSS was used to deal with the data,and the three factors that affected the rights and interests of contract teachers in local colleges and universities were obtained: the freedom of work environment,the right to development of the university and the compensation and benefits.Based on the advanced concepts and successful experience of American,Singaporean and German universities,based on the current research status of this research,the paper puts forward the optimization strategy of guaranteeing the rights and interests of local college contract teachers from the following four points:colleges and contract teachers should correctly understand the contract system and identify the status of contract teachers in colleges and universities;the explicit contract content and contract rights and interests of teachers;protect the rights and interests of contract teachers;complaint channels open society and colleges and universities.
