Promoting the high-quality development of community education is an indispensable part of building a lifelong education system and building a learning society.It has received increasing attention and attention from all levels of government and people from all walks of life.Based on this,various regions are also active.Explore the development of community education that suits its own characteristics.The economic,social and cultural development level of Jinan City and the structural characteristics of each district and county are similar to those of Shandong Province and even the whole country.The development of community education has certain typicalness and representativeness.Therefore,in-depth research and systematic analysis of the achievements and problems in the development of community education in Jinan City and targeted reform strategies are conducive to promoting the development of community education in Jinan and the development of community education in other places.Provide reference and reference.Jinan City puts the development of community education under the macro view of the construction of a learning city,and the top-level design has been at the forefront of the country;it has established a relatively complete city,county(district),township(street),and village-level community education school.Institutional system;integrates public cultural venues such as libraries,art galleries,and museums to carry out community education activities;forms a group of urban and rural community education brands with regional characteristics;fully utilizes modern information technology to build coverage that extends to 177 communities "Spring learning e station" network platform.These measures have effectively promoted the development of community education in Jinan and are at the forefront of community education in Shandong Province.However,it should be recognized that,compared with the strategic goals of building a lifelong education system and building a learning society,compared with the actual needs of community residents for the development of community education,there are still some problems that need to be solved in community education in Jinan City: First,policies and regulations are still not perfect.Not only do they have a wider gap with the advanced areas of community education,but they also reduce the intensity of promoting community education reform and development in the vertical direction.Second,they are influenced by the level of regional economic and social development and the concept of lifelong learning for residents.The impact of community education service provision quality and other factors,residents' communityeducation activity participation rate is lower;Third,the total amount of community education funding is insufficient,the use of funds is not high;Fourth,the community education teacher team is in insufficient number,Literacy is not high;Fifth,the digitization level of community education lags behind the actual needs,not only the speed of resource renewal is slow,but also the efficiency of resource use is low.Innovation to promote the reform and development of community education in Jinan requires the community education authorities and staff at all levels to earnestly establish the concept of lifelong education,correct the understanding and awareness of community education functions,values,etc.,and truly implement the development of community education in all fields.In the work,governments at all levels need to better play the role of macro-control,coordinate and make good use of various types of educational resources at all levels,solve the problems of the various departments being separated from one another,and managing their own affairs,and focus on accelerating the opening of school resources to the society;The community education funding mechanism and the use of competitive community education funding mechanisms,strengthen the construction and update of digital curriculum resources,continue to strengthen the construction of various types of community education teachers;conform to the development trend of economic and society,encourage and support the development of community learning communities of all kinds.
