Research On The Environmental Governance Of Resource-based Communities From The Perspective Of Social Work

The rapid development of China's industry society is closely related to the resource mining and processing.With resource superiority richly endowed by nature,Shanxi Province has made a great contribution to the development of the energy industry throughout the country.And the resource-based economy has caused great damage to the environment.Environmental governance in the resource oriented community is not only something inherent in the concept of the construction of ecological civilization,but also is related to the major social problems such as the health of residents,on which is necessary to be studied seriously.On the basis of theoretical analysis and practical understanding of the resource-based community,the author chooses the D coal community in Huozhou City of Shanxi Province as a case to conduct a field study.After summarizing the general situation of Huozhou resource-based communities,this paper expounds the contribution of D Company to the community development and the welfare of workers,as well as to the environmental pollution caused in the process of enterprise development.The next some efforts are empirically analyzed of the three main bodies,Huozhou Government,D Company and D Community,on environmental governance.The following problems are found in the existing mechanism through field investigations: government policies emphasize macro management,and it is difficult to take into account the specific problems of the community;as affected by the economic downturn,the company in Transformation Development,put not enough capital,technology and talent into the environmental governance;the community oriented environmental governance is weak,because community residents' awareness of environment is generally not high and their behavior of environment is relatively superficial.Then a theoretical discussion is made on the subject of the main body and mechanism to improve environmental governance of resource oriented community.Autonomous Community Governance is considered to be feasible both in theory and in practice.From the perspective of social work,four countermeasures for the environmental governance of the resource-based D Community are put forward: first,to introduce social work services and give some professional suggestions on environmental governance such as environmental improvement,awareness and behavior;second,to choose the governance model flexibly according to the needs,by mobilizing the active participation of the residents,enhancing the government's governance level,increasing the contribution rate of science and technology to the company's development;third,to set up the consciousness of the protagonist of the environment by increasing residents' sense of professional pride and mission to the coal work,enriching the residents' recreational activities,strengthening social interaction,enhancing the sense of belonging and integration of the community residents;fourth,to optimize the income and expenditure structure of the residents,reduce the proportion of wage income earned by enterprises in household income,and increase the coverage and intensity of medical treatment preferences.Lastly,the particularity and complexity of environmental governance of resource based community,and the advantages of social work intervention in resource based community governance are summarized,and a few shortcomings of this paper are illustrated.The author hopes to supplement the case basis of the environmental governance of the resource-based community through the special research of the D Community,and further enrich the content of community governance and environmental governance.Besides,the ecological responsibilities of the main bodies are clearly defined to promote the development of all aspects of the governance,by assessing the achievements made by the three main bodies that is the government,enterprises and communities,in the process of environmental governance in the resource-based community.
