Since the establishment of the national Open University in 2012,the provincial radio and Television University and the national Open University branch brand,has become an important part of the overall structure of the national Open University.Through the development for more than three years,the National Open University in the management has basically realized transition from the radio and TV University to open university,but in the development process,in the teaching mode,the internal management system still produce and exist some problems.Provincial Open University,as an important part of the national Open University,plays a key role in the link.Of open universities at the provincial level of the internal management system,the internal management system and operation mechanism and constantly adapt to the new demands of social development,looking forward to meet the lifelong learning and open and distance education in China good development has a important significance.This study mainly through fieldwork and in-depth interviews of Jiangsu open university status to understand,in Jiangsu Open University as an example,research the management structure and characteristics,educational mode,curriculum resources construction,mainly discuss the problem existing in the internal management system,open universities at the provincial level,combined with the actual development of the region,good governance refers to the domestic and foreign experience,put forward to the countermeasure to optimize the internal management system of open universities at the provincial level.Through the Open University in jiangsu province three or four years exploration practice,from the management layers and complex,market disruption,failure to form a teaching management rigid constraints,unreasonable structure of teachers from several aspects to analyze the reason,and in the development for several years to find adhere to people-centered concept of integration innovation from the optimization of system construction,integrating education resources,innovative school system,etc,to better do a good job in the Open University.I hope this research can enrich the theoretical study of the internal management system of Open University,at the same time to provide reference for the development and construction of Open University and the development of management policy.
