An Analysis Of The Public Expenditure Structure Of Dalian's Compulsory Education From The Perspective Of Urban-rural Integration

Education is the foundation of prosperity.Education is the decisive factor to improve personal quality and enhance comprehensive national strength.The fundamental value of education is to cultivate talents with noble moral character and excellent ability,and then bring about the progress of science and technology and the accumulation of material wealth for the development of the country.Compulsory education plays a fundamental and decisive role in the whole national education system.The development level of compulsory education is related to the quality of the whole nation.If there is no good foundation for compulsory education,there will be no follow-up more quality high school education and higher education.As we all know,compulsory education belongs to public goods,and its capital investment relies on financial appropriation,that is,public expenditure on compulsory education.Under limited financial resources,the scale of public expenditure on compulsory education is also limited.This reflects the importance of the structure of public expenditure in compulsory education.Because the public expenditure structure of compulsory education determines that compulsory education funds can be used in the "blade".It affects the sustainable development of compulsory education and whether the fairness of compulsory education can be realized.However,affected by the level of regional economic development and regional talent,the degree of emphasis on compulsory education varies from region to region,and the degree of guarantee for compulsory education varies greatly.Especially,the funds for compulsory education in rural areas are not fully invested.The phenomenon of weak villages and crowded cities.This will inevitably restrict the improvement of education level,the optimization of educational environment and the realization of educational equity.In the 19th CPC National Congress,General Secretary Xi’s report pointed out that:"Building a strong country in education is the fundamental project for the great rejuvenation of the Chinese nation.We must give priority to the cause of education...Promote the development of compulsory education in urban and rural areas and attach great importance to compulsory education in rural areas...We should try to make every child enjoy fair and quality education." Since the development of compulsory education in China,the development of compulsory education in urban and rural areas has not yet been realized.From the perspective of the structure of public expenditure on compulsory education,there is a problem of imbalance between urban and rural structure.This has become the biggest stumbling block for hindering the sustainable development of compulsory education.Therefore,it is urgent to explore a way to promote the urban-rural integration of compulsory education by adjusting the public expenditure structure of compulsory education.The author believes that attaching great importance to the development of compulsory education in rural areas and optimizing and adjusting the existing expenditure structure of compulsory education are the basic and balanced measures to narrow the gap between urban and rural compulsory education,and are also the key to promote the integration of urban and rural compulsory education.As a sub-provincial city,Dalian has a leading level of economic development in the whole province.It is representative to analyze and study the development of urban-rural integration of compulsory education in Dalian.Therefore,through collecting the relevant data of Dalian and other sub-provincial cities,this paper makes an empirical analysis of the urban and rural compulsory education expenditure structure in Dalian,and compares the development of other sub-provincial cities to present the problems of the urban and rural compulsory education expenditure structure in Dalian.Although the development of urban-rural integration of compulsory education requires a large amount of investment in compulsory education funds,but the amount of investment in compulsory education funds is seriously limited by the amount of regional financial resources.So it is more practical and effective to explore the optimization direction of compulsory education expenditure structure under the existing financial resources.Aiming at the existing problems of the expenditure structure of compulsory education in urban and rural areas,this paper digs deeply into the root of the problems,further explores the reasonable distribution structure of public expenditure of compulsory education,and puts forward some ideas for adjusting the expenditure structure of compulsory education in urban and rural areas,which lays a theoretical foundation for promoting the integration of compulsory education in urban and rural areas.
