On the basis of the scholars'study of the international and domestic, this research directs against the weak link of present research --county land basic educations'development differences in urban and rural areas which probe still not enough in current situation especially to a county. The article trys hard to analyze the differences through the county education(taking two counties Wenjiang and Xuyong of Sichuan Province as examples). Carrying on the real examples, the article tries to seek the deep mechanism which grows the differences in terms of microcosmic and to seek the policy recommendations of developing the differences of basic education of county lands in urban and rural areas finally. This text is divided into three major parts. First part is a positive research part. This text has selected two counties which share with typical significance in Sichuan Province and made investigations. The article classifying sums up and comparative analyzes from two characteristic respect ,e.g. array of time and array of space to Wenjiang , Xuyong and tries to describe the quality and quantity state of educational development of a county. Finally, the article sketches the contours of development differences at quality and at the scale of development level of two different economic county lands'basic education in urban and rural areas. In the course of positive research, through carrying on the analysis of trends and static behavior, absolute difference and relative difference to Wenjiang district, Xuyong county's basic education on quality and on the quantity are found. At the same time, the comparison in the area and among the areas is carried out. From the above, the article has drawn the following conclusions: The basic education of Wenjiang district has reached the rational state on the scale of development and school overall arrangement which have realized the integration of urban and rural areas basically, but there are obvious differences in urban and rural areas on quality; And the basic education of Xuyong county has comparatively obvious disparity on both the quality and the scale (or school overall arrangement) of education in urban and rural areas. Second part analyzes the reasons of the differences in urban and rural areas of basic education. On the basis of the thing that the first part are analyzed , the second part describes the reasons which cause the differences of the basic education in urban and rural areas with such angles as the social economic development , rural reform of taxation expenses. Through using the normal method, the text analyzes the reason why the educational differences in urban and rural areas are produced in a county land. On one hand, the dual structure of economy in urban and rural areas of our country has caused the dual labor market which is cut apart in urban and rural areas. Throwing it to the educational field , the dual structure of teacher market has formed ,which is cut apart in urban and rural areas ,and the same as the market of source of students; On the other hand, the rural reform of taxation expenses has a different impact on county land basic education of the development of different economy level: As to poverty-stricken area of economy, basic education that lack finance vertical to assign system is caused to take a difficult step in basic educational development after the rural reform of taxation expenses.The third part puts forward the countermeasures which can settle the differences. On the current situation of the development of differences and on the foundation of reason analysis in the basic education of two counties in urban and rural areas, the text has proposed two countermeasures of the differences in urban and rural areas of basic education of county land: First the text supplies the system reform to the basic education finance vertically and suggests to set up the different systems of the basic education financial transfer payment in different areas in China. On the basis of estimating out the national basic education and ensuring the funds (material object or serve standard ) minimally, the article defines the financial responsibilities that the governments at all levels; Directing against the unbalance condition of economic development of our country, the article puts forward different standards to different areas of economic development level at the same time ,and puts forward the imagination that the eastern developed area carries on horizontal financial transfer payment to economically underdeveloped area of the Midwest finally. Second in the horizontal distribution system of the new-type financial funds of basic education, this text tries to reform the mode of the resource distribution among the schools of government at the basic level. Through implement the educational voucher to developed area, the feasibility of educational voucher is proved and the article puts forward imagination of the implement of educational voucher in Wenjiang district. Ensuring the poverty-stricken area under the prerequisite which the financial transfer payment are supplied, the article looks forward to the implement of the educational voucher in the poverty-stricken county at the same time.
