After the founding of the PRC, the priority development strategy under the background ofindustrialization and city, China formed a social structure in urban and rural areas. Urban-ruralsocial structure leads to the huge gap between urban and rural residents in all aspects of the,especially in the field of urban and rural basic education. At present, the urban-rural differencein primary education in China is still large, the current situation of rural education is notoptimistic, the shortage of education funds, lack of education, low education level ofmanagement, student family poverty, lower primary school attendance, enrollment rate is low,high drop out rate, the employment of College students severe potential leads to "study useless"widely popular in the rural areas, migrant workers Suiqian children "difficult to go to school,school" phenomenon. City family children enjoy better education resources, by contrast, ruralchildren and migrant workers Suiqian children already lost in education starting point.Educational equity as an important tool to realize social equality is the embodiment ofsocial justice in the field of education. In modern society, education can promote thedevelopment of economy, the progress of science and technology to achieve its utilitarian value,but also can promote social equality, maintaining social stability and realize the non utilitarianvalue. In2010the State Council approved the "national long-term education reform anddevelopment plan (2010-2020year)","give priority to the development of education, building apowerful country of human resources" as a major strategic plan is put forward,"compendium"point out at the same time: giving priority to the development of Education is the party and thecountry put forward and an important policy of long-term. This year,"decision" CPC CentralCommittee on deepening the reform of some important problem: the balanced allocation ofeducational resources, school principals and teachers, standardization, rotation cancel keymiddle school, the key class. Can say, education equity has become one of the starting point ofour country and the world education reform, reform.The topics from the five part of the equity of urban and rural basic education conducted astudy:The first part is the introduction. This part is the main reason for choosing the topic and thesignificance, domestic and foreign research status and research ideas and methods. The second part is an overview of the basic theory. This part expounds the evolvementprocess of China’s urban and rural dual structure two specific historical background,characteristics of each historical stage and the resulting impact. To clarify the relevant conceptsof basic education, compulsory education, the two concepts of education equity and equality ofeducation were distinguished, multiple angle reveals the connotation and nature of educationfairness, from the society, individual and the education itself in three different angles expoundsthe unfair education and negative influence.The third part analyzes the evolution and the status quo of China’s urban-rural gap inbasic urban--rural areas layout. First of all, the system is a historical perspective of theevolution of urban and rural basic education in China since the founding of new China, toreform and opening up and "tax system" reform as a node, is divided into three stages ofeducation in urban and rural areas of different period. Secondly, in view of the current basiceducation in China’s urban and rural inequality status of detailed decomposition, respectivelyfrom the urban and rural basic education, teacher education, school conditions and opportunities,as far as possible the comprehensive analysis of urban and rural basic education unfair situation.Many specific social hot issues in our current education injustice caused, such as the "choice","school choice fees","key school" and migrant workers Suiqian children’s schooling, this part isalso analyzed.The fourth part is the analysis of urban and rural basic education in china. The essence ofurban and rural basic education is the problem of poverty in rural compulsory education, to thecause of poor education at present scholars still unable to agree on which is right, this paperpoints out that the main responsibility for compulsory education is a country or government,then draws the conclusion: the basic reason of urban--rural structure unbalance of educationlies in the institutional education injustice, and the deep-seated reasons for system of educationunfairness is analyzed.The fifth part is to explore the road of urban and rural basic education fair in china. Thispart is the focus of the study. First of all, this paper gives a brief description of foreign countriesto promote educational equity policy measures, which is beneficial to learn from China’seducation fair. Secondly, through the elimination of urban--rural areas, promoting the strategyof the household registration system, the integration of urban and rural education function, the government to reform the education system, improve education policy, the long-term systemconstruction and the short-term operational countermeasures are combined, thereby narrowingthe gap in education, and promote educational equity.
