Research On The Effect Of U23 Policy Implementation And Improvement Countermeasures Of The Chinese Super League

The Chinese Football Association began to implement the U23 Policy in 2017 and 2018,trying to promote the emergence of outstanding young players.However,in the actual implementation process,the policy has been criticized for the symbolic execution.Taking the U23 Policy implementation of the CSL in 2017 and 2018 as the research object,using the literature method,expert interview method,mathematical statistics method,logic analysis method and others.From the perspective of policy executives,target groups and execution environment,analyzed the status of the implementation,established the playing time regression model of the Chinese CSL player,and analyzed its effect on the U23 Policy,and obtained the following results:(1)Some young players did not meet the league requirements,they got the chance to play games under the U23 Policy,but this is not follow the survival of the fittest and the market.Objectively,this action also reduces the match level appreciation of the league and affects the competitiveness of the team.The overall level of the Chinese young players needs to be improved,and the symbolic execution phenomenon is forced by the U23 Policy pressure.(2)The U23 Policy implementation in the 2018 is better than the 2017,which indicated the U23 Policy has a positive effect on the training of young players,but the beneficiaries are limited;(3)The arrangement of U23 players shows age preference,it can be seen that to a certain extent,the age group setting of the Olympic Games,the National Games,and the Provincial Games have a significant guiding effect on the cultivation of young football reserve talents in China.Through the logic analysis method,the following conclusions are drawn:(1)The combination of planned economy and market economy will play a vital role in the Chinese young players training;(2)Due to the cyclical characteristics of the cultivation of football talents,the market mechanism has not yet been fully demonstrated in youth football reserve talents in our country.Based on this,the relevant suggestions for the training of young football reserve talents in China are put forward:(1)In order to protect the cultivation quality of high-level young players,the government should carry out the top-level design according to the condition of the nation,and take advantage of the Whole Nation System and socialist market economy for the popularization and improvement of football.The government provides public services and mobilizes the enthusiasm of social capital,and jointly serves the training of young football reserve talents.(2)To sort out the relationship between the main functions and the linkage relationship of campus football,youth training clubs,sports bureaus or football associations,professional clubs in youth football reserve talents cultivate and jointly promote the training of young football reserve talents in China.
