The foreign-aid policy implemented by Chinese Super League is a double-edged sword: on one hand it improves the whole league's competitive standard, enhancing each club's international competitiveness and publicity, attracting more attention from soccer fans;on the other hand,it brought additional burden to most of the clubs which go against the league's competitive balance and the improvement of the young players' football skill. The current-using aid policy is a relatively regulatory methods to solve its own negative externalities, which contains both rationality and deficiency.Based on consulting literature material, this thesis aims at summarizing foreign-aid policy of professional sports league?Chinese sports circus and its external solutions, introducing external effect from economic issues to sports field, adopting documentary method ? mathematical statistics method to analyze the policy effect of the foreign player's policy. Then the author reached the following conclusions: The aid policy of CSL shall generate positive externalities and negative externalities, which possessed rationality. But at present, this policy is just a regulatory mode, lacking of flexibility and elasticity.By controlling the playing times of foreign-aids,negative effect of this policy can be better solved. The author of this thesis put forward some improvement measures and threw out some suggestions: First, controlling the positive effect of using foreign players;Second,at the most extent, avoid to cripple negative effect of foreign players' using policy, thereby accelerating the sustainable and steady development of Chinese Super League, enhancing the improvement of China's football level.
