The pursuit of excellence is the goal of higher education development in many countries and regions nowadays,which is increasingly affecting the development of teaching in higher education.In recent years,in order to improve the teaching quality of colleges and universities,and encourage them to pursue excellence in teaching and excellence in student outcomes,the UK government launched the “ Teaching Excellence and Student Outcomes Framework”(hereinafter referred to as TEF)in the New Round of Higher Education Reform to conduct professional evaluation of the excellence of teaching in different colleges and universities through uniform standards.This research includes six parts: introduction,the background,framework content,framework implementation,case analysis and summary.And literature research,comparative research and case analysis are adopted.Firstly,through systematically referring literature at home and aboard,this research analyses the reason why the UK introduced TEF and points out that the most important reason is market-oriented reform of its higher education.In other words,it is worthwhile for students to pay high tuition fees for high quality teaching;Secondly,systematically and detailedly expound the overall framework of TEF as well as hierarchically interpretate it.This mainly includes: evaluation purposes and content,subject,object,method,process,result,the application of the evaluation results and its impact;Furthermore,according to the three quality aspects of the division of TEF,conducting case analysis on the university of Birmingham,the University of Durham and the University of Liverpool.And through the above research,it is found that the TEF evaluation aims at excellent teaching,focuses on student outcomes and learning gain and combines the relevant evaluation data with the specific teaching measures of colleges and universities,which mainly includes the professional teaching of teachers,the depth and breadth of courses,student learning resources,student employment or further study results and other aspects,so as to recognize and accurately improve the teaching quality of colleges and universities.Finally,based on the actual evaluation of teaching in China,summarizing the characteristics and shortcomings of the TEF evaluation and summing up beneficial revelations from the experience of implementing TEF in UK,which includes:improve the research on excellent teaching in colleges and universities,improve the collection of normalized teaching and learning data in colleges and universities,and improve teaching measures more accurately and effectively and improve teaching quality through evaluation.
