Girls' education is not only an educational issue,but also a broad social issue involving economic,political,demographic and ethnic aspects.Improving the educational level of girls is not only conducive to the development of girls themselves,but also to the promotion of economic and social development,and even to the overall improvement of the quality of the population.However,girls ' disadvantages in education have been in existence for a long time.At present,girls are still unable to enjoy the same opportunities as boys in many developing countries.The problem of girls ' education has become a hot issue.Since UNESCO was born,it has been endowed with a natural will of peace and freedom,and has been persistently committed to promoting equality between men and women and building peace in the hearts of men and women.Since Girls are a vulnerable group in education,girls' education has become a key concern of UNESCO.After analyzing the history of UNESCO's girls' education policy,it is found that its historical development includes four stages:from the value purpose,it advocates equal access to education for girls and women in 1945 to the 1950s;from the instrumental purpose,it advocated providing more educational opportunities for girls in 1960s;with the rise of lifelong education and feminism,re-emphasizing the equal access to education for girls and women in the 1970 s and 1980s;with the development of the theory of education for all,it also advocates the importance of girls' right to education and education in the 1990 s.By studying the policy texts related to UNESCO girls' education since the 21 st century,the main content of the girls ' education policy includes two parts: one is emphasizing educational opportunities and providing equal access to education for girls;the the one is emphasizing the fairness of the educational process for girls and Creating a good learning environment.The practical path of its girls' education policy is primarily through the establishment of a global partnership for girls' and women's education.The study also found that the UNESCO Girls' Education Policy in the 21 st century is not only dedicated to providing equal educational opportunities and a good learning environment for all girls,but also to mobilize multiple forces to jointly promote the advancement of girls' education in the world,but regional imbalances remain the difficulties of girls' education policies,such as many girls in sub-Saharan Africa can't get equal educational opportunities and good learning environment.In addition,the study also found that the Chinese government and Chinese companies are also actively participating in the UNESCO Girls' Education Policy.In2014,Peng Liyuan,First Lady of China,accepted the invitation to serve as a UNESCO Special Envoy for the Advancement of Girls' and Women's Education.In2015,the Chinese government began funding the UNESCO Special Award for Girls and Women's Education.At the same time,China HNA Group also established the UNESCO-HNA Girls and Women Education Partnership with UNESCO in February2014.The education partner is mainly committed to supporting African and Asian countries to accelerate the achievement of gender equality in education.By summarizing the experience of our government and HNA Group in actively participating in UNESCO's girls' education policy,we can draw inspiration for our country's better participation in UNESCO's international affairs.
