As a global education governor with international influence,UNESCO has made commitment to the development of global education since its establishment.Meanwhile,gender equality has always been the key of UNESCO's education development activities.UNESCO has put forward and implemented a variety of gender-related policies to ensure that men and women can have equal rights towards education and personal development.Through UNESCO's continuing efforts,gender equality in education has been greatly improved,and primary education has reached parity between women and men under global level.However,in new era,gender equality in education poses new challenges.How to further enhance the empowerment of men and women through education and promote equal progress of the entire society require further efforts by UNESCO.To reach the aim,UNESCO once again responded to the needs and played its role as a global education governor,promulgating a series of new policy provisions to point the way for global education.UNESCO's policies and actions on gender equality in education is of great significance for us to study,in order to enhance our understanding of gender equality and to better invest in the development of gender equality in education in China.This article selects UNESCO's representative gender-related policy documents in education since the 21st century,which include UNESCO's education policy and global education monitoring reports.By analyzing these policy papers,the content of UNESCO's policy on gender equality in education was revealed,and the reflected value and characteristics of UNESCO's gender equality in education was discussed.Specifically,this article has been mainly divided into the following parts to explore UNESCO's education gender equality policy.The first part reviews the history of UNESCO's promotion of gender equality in education since its establishment.According to the focus of its activities in different periods,these activities were divided into four periods to show the transformation from a time perspective.The second part analyzes the definition of gender equality goals in education in UNESCO policy documents after 21st century,and summarizes the commonalities and characteristics of its goal setting.The third part summarizes the factors influencing the fulfillment of the gender equality goals in education in UNESCO's policy documents,and the analyzing framework of the factors that affect the achievement of the gender equality goals is put forward,so as to provide the background information for the next part which talks about specific solutions to achieve gender equality.The forth part analyzes and summarizes the specific measures proposed in UNESCO policy documents to address gender equality in education and provides references for other education actors.The last part summarizes the characteristics of UNESCO's educational gender equality activities,and analyzes its value pursuit,with a view to providing a reference for China to promote gender equality in education.
