With the in-depth development of China's social economy and compulsory education,the main contradiction of the balanced development of compulsory education is the absolute contradiction between the demand for education and the lack of supply of quantity,and the relative contradiction between the demand of the people and the lack of supply of quality education.The supply of quality education resources is in short supply.This contradiction is even more serious in the poverty-stricken areas of the central and western regions.To achieve the educational goal of "trying to make every child enjoy fair and quality education" proposed by the 19th National People's Congress,it is necessary to study the gap in the quality of inter-regional school education.This study aims to start from the quality of school education,based on the theory of educational equity and welfare economics,with education quality and ability as the core of poverty alleviation.Based on research literature and theory,the quality of input from educational resources and the quality of educational process,the quality of the results of education,to analyze the quality gap of inter-regional school education in 122 sample schools across the country.The absolute gap and relative gap between the inter-regional and regional school education quality were calculated by using the gap effect Cohen's d and the Theil index respectively,and the index weights were constructed by subjective expert scoring and AHP analytic hierarchy process,and the operational indicators gap was weighted.Finally,a multi-layered linear model of family background,school education quality and student ability is constructed to explore the adverse effects of inter-regional education quality gap on student's ability development.Suggestions are made for the results of empirical analysis.The study found that the empirical results prove that there is an absolute gap in the quality of education among inter-regional schools,so that the quality of education in rural and poor areas in the western part of the country is even more worrying.The quality gap is mainly reflected in the quality of resource input,focusing on the per capita funding and the faculty,followed by the quality of the education process,focusing on school class management and student bad behavior.Comparing the relative differences in the quality of school education,it is found that the contribution of intra-regional differences is far greater than the difference between regions.The quality of school education in the eastern region is more stratified,showing a high-quality imbalance in the eastern region and a relatively low-quality equilibrium in the central and western regions.The adverse effects of the gap in the quality of school education between regions will aggravate the gap in the development of students' ability to be "pre-existing" brought about by regional and family backgrounds,thus exacerbating social inequalities.Therefore,in order to promote the quality and balance of regional education quality and deepen the education and precision poverty alleviation,this paper proposes to increase the special transfer payment in poverty-stricken areas in the central and western regions and the macro-control of compulsory education finance at the national level,improve the provincial-level financial coordination of compulsory education,and increase the alignment.The ability of students in the backward areas of the West complements and broadens the path of cultivating family cultural capital.
