With the rapid development of the knowledge-based economy,how to make every child enjoy fair and quality education is a major educational development problem facing the Chinese government.In order to achieve fair and quality education,the government's purchase of basic education services has ushered in a new round of development opportunities.At present,the government's purchase of basic education public services faces the problem of inadequate legislation,inadequate supporting measures,and lack of practical experience.The purpose of this study is to analyze the mechanism of the government procurement of basic education public services by taking American education vouchers as an example,and then to support the construction of service-oriented government.Based on the theory of public management,including public choice theory,public product theory,stakeholder theory and new public service theory,the government procurement basic education service policy as the logical starting point,based on the relevant literature at home and abroad,The four dimensions of theory,policy,system and practice analyze the mechanism of government procuring public services for basic education.Through the similar comparison method and keyword analysis method,the policies of the governments of China,the United States,the Netherlands,Sweden and other countries to purchase basic education public services are compared.Finally,case study is used to conduct a case study on the education voucher system in Wisconsin.The descriptive analysis method is used to study the practice of the U.S.voucher system.On this basis,the value concept,system design and operation mechanism of the U.S.voucher system are explored.Practical results and suggestions for the Chinese government to purchase basic education public services.The study found that:(1)The characteristics of the education voucher system include environmental complexity and regional adaptability.(2)The mechanism of action of the US education voucher system includes development mechanisms and compensation mechanisms.By constructing a new type of school relationship and giving play to parents' freedom of choice,they can achieve the goal of competition among schools and form a development mechanism.Through the choice of target groups and the way of operation of the system,the purpose of active participation can be achieved and a compensation mechanism can be formed.(3)In the US education voucher system,the role of government has changed,and the government has turned from multiple identities such as producers,providers,supervisors,evaluators,and proponents of public services to service providers.Promote the expression and realization of public interest by building a platform for public participation,namely the school selection mechanism.(4)The effectiveness of US education voucher includes the multi-dimensional provision of education quality and the compensatory fairness of educational opportunities,but there are also problems.The cost of education voucher is too high,the vicious competition between schools is only beneficial to middle-income families.Therefore,based on the conclusions of the research,this paper proposes the following countermeasures for the Chinese government to purchase basic education services:(1)Reasonably promote policy development.(2)Pay attention to the formation of effective mechanisms.(3)Establish a supporting policy system.
