The Research Of Innovation Of Local Government Basic Public Education Service Supply Mechanisms

Basic public education services is an important part of public services, including inclusive pre-school, nine-year compulsory education and high school education in three stages. Developing basic public education services is contribute to reinforce the foundation of education, deliver talents for higher education. To set up "service-oriented government",provide the public with fair, high quality and efficiency of basic public education services is an important function of local government, which is needed to be performed. At present,with the continuous development of society and differentiation of social structures, basic public education services provided by local governments is difficult to meet the diverse needs of the public, not balanced allocation of basic public education resources also makes the public can not equitable access to basic public education services, this indicates that the local government service delivery mechanisms for basic public education has gradually incompatible with the level of economic and social development, so innovative local government basic public education service supply mechanism is particularly important.In this paper, using the methods of normative research, literature research and case studies, taking Hengyang city as an example, the author introduces the general situation of basic public educational services supply mechanism of the government of Hengyang City,summed up the problem of Hengyang city government basic public education service supply mechanism, that is relatively simple supply model, decision-making is difficult to meet the needs, lack of balance and inadequate supervision in four areas. And analyze the reasons for the existence of the problem, that is inaccurate government function, inadequate decision-making mechanisms, unreasonable allocation of resources, lack of balance between government powers and responsibilities and single subject of regulatory evaluation. At the same time, this paper selects the USA, Sweden and Japan as a typical, which is distinctive in local government basic public education service supply. Respectively introduced the mechanism of basic public education service supply of local government in these countries,summarizes the advanced experience of basic public education service supply of local government in these countries, summed up enlightenment of local government basic public education service supply mechanism innovation to our country.Based on these research, the paper finally proposed the innovative ideas of local government basic public education service supply mechanisms, namely to establish basic public education service supply mechanisms with diversified supply mode, scientific decision, balanced resource allocation, power and responsibilities equivalent, sound regulatory evaluation system. To ensure that urban and rural public is able to enjoy basic public education services fair and equitable supply through innovative mechanisms, social justice continue to be maintained, economic and social development to be sustained and coordinated.
