The Research On The Project Development And Operation Capacity Building Of Private Social Work Institutions In The Perspective Of Government Procurement Of Public Service

Government procurement of public service has been implemented for years.As the subject of providing public service,while social organizations in Shanghai undertake the public service purchased by government,the function of government’s public service shifts to social organizations.The effect of such service has surfaced.As the third department separate from government and market,social organizations enjoys a sound momentum as they increase both in number and type.Among them,as the representative type of social organizations,private social work institutions have become the subject of undertaking public service purchased by government.Their capacity building has been elevated.Currently the operation of project has become the main way of development for private social work institutions.But private social work institutions which undertake the service purchased meet with bottleneck in the building of capacity.The author takes two Shanghai private social work institutions as case for research and finds that the undertaking ability of private social work institutions is still at the primary stage.In the stage,private social work institutions show strong reliance on the external service.The difficult development of "weak autonomy" causes different problems in the downward passing of the service purchased,to namely single way of fund raising,proficient ability unsatisfied for increasing demands from service objects,insufficient project management of institutions and so on.These problems affect the efficiency of service purchased.The reason behind them is that private social work institutions show unidirectional reliance on the power and resources of government.To turn such situation and realize the sound and healthy development of private social work institutions,two dimensions which are internal governance and external operation are needed for analysis.The pathway to capacity building needed to be done in three levels which are macroscopic,midscopic and microscopic.By invigorating the vitality of private social work institutions and building their capacity,the effect of government procurement of public service under the background of cooperation between government and social organizations can be achieved to meet the increasing demands of people for a better life in the new social situation.
