Relationship of higher education and economic growth is studied a lot by economists around the world.Popularizationof Higher Education has been proceed since 1999 in China, and the relationship is reserached more deeply by scholars. The study of relationship is mostly based on the whole nation. And study of relationship based on province is relatively few, while they are separate from contribution rate of higher education to economic growth. Thus the relationship of higher education and economic growth and contribution rate of the former to the latter is studied in the paper around Hebei Province.Main works of this study are listed as follows:First, Based on human capital theory, economic growth theory and educational economicstheory, relationship of higher education and economic growth is analysed qualitatively. And higher education, economic growth and their interaction in Hebei Province are discuessed detailly.Second, Number of college students, expenditure of higher education fund, college full-time teachers and GDP in Hebei province from 1990 to 2013 are selected to access higher education and economic growth.Augmented Dickey-fuller test, Johansen cointegration test and Vector Error Correction Model(VEC) are applied to relationship of long-term equilibrium and short-term fluctuation, moreover Granger causality test, impulse response function and other research methods are adopted to studying the causalityand dynamic impact.Thirdly, Based on Cobb-Douglas production function and time series regression analysis method, labor elasticity coefficient can be got. And contribution rate of higher education to economic growth can be estimated in Hebei Province by data analysis between 1990 and 2013.Finally, Based on datas in nationwide and other surrounding provinces and cities, the same methods are used to estimate contribution rates of the places, futhermore rates of Hebei Province and the places are compared, thus measures are taken to increase contribution rate of higher education to economic growth of Hebei Province.
