In recent years,"shadow education" has become a universal and developing special education phenomenon,which refers to supplementary and reimbursable education attached to school education,that is,commonly referred to as educational tutoring and off-campus training..Recently,relevant policies have been issued from central and local governments to ensure the healthy and all-round growth and development of primary and secondary school students.Since the second semester of 2019,Qingdao has implemented campus free hosting policy for primary school students in order to provide better social and public services for the healthy growth of students.In order to understand the current situation and problems of shadow education for primary school students under the new policy situation and its countermeasures and suggestions,the author takes a primary school in Qingdao as an example from the perspective of stakeholder theory,and conducts in-depth research on the students,parents,teachers and the shadow education institutions by means of questionnaire,interview and research.It shows that almost 50% primary school students to participate in shadow education;after the implementation of free trusteeship in schools,some students will continue to participate in out-of-school training on weekends and holidays after choosing free trusteeship on weekdays;most parents and students still choose out-of-school trusteeship;More than 70% primary school students pay more attention to the cultivation of hobbies and talents in shadow education.Meanwhile,the author evaluated the campus free hosting policy of Qingdao from the parents and teachers that the two major stakeholders,more than seventy percent of parents are willing to choose the free hosting and admit that the policy solve their problem about children unattended after school,but they hope delay the end time and add the hosting content,while most of the teachers preferred the third-party campus low-cost hosting and they think the free hosting end time is reasonable.Both sides believe that the in-depth implementation of the free on-campus hosting policy will certainly alleviate the upsurge of off-campus training and boost the standardized and healthy development of shadow education.Finally,it is found that we should face up to the influence of shadow education in primary school,make good use of its positive value such as complementing school education and supplementing family education,and take multiple measures to avoid its negative impact such as increasing schoolwork burden and affecting educational equity.In view of the existing problems in shadow education,corresponding suggestions are put forward from the perspective of various stakeholders;especially to improving the campus free hosting policy by multiple forms,so as to promote the healthy development of shadow education.
