Efforts to train a large number of first-class teachers, and constantly to improve the overall quality of teachers, is the current and future period of the urgent task of the development of education in China. For a long time in our country,the quality of teachers in the eastern and western regions as well as the urban and rural areas are greatly different. In order to improve the quality of teachers in the central and western China, as well as to absorb more high quality teachers to work in those regions,especially in rural areas, a policy called tuition-free normal education was introduced in 2007. And it was piloted in six normal universities. This year is the tenth year of the implementation of the policy. This paper analyzes the interest requirements and conflicts of them, from the angle of stakeholders involved in the policy, and also analyzes the causes of the conflicts, then finally gives some suggestions for improvement.First of all, the paper introduces the connotation of free normal education policy and the policies of the six pilot institutions. Secondly,it introduces the theories and methods involved in this paper, including stakeholder theory and economic man hypothesis theory. In the third chapter, according to the different requirements, the subject can be divided into four main interests,they are called “ Policy maker","Policy executor","Policy target groups","Policy beneficiaries". Then,their respective interest requirements and conflicts between them are analyzed. In the fourth chapter, the reasons for conflicts of interest are analyzed. Finally, this paper puts forward reasonable suggestions for policy improvement in the light of the interests of the stakeholders. For the enrollment stage, to increase the publicity and to strict barriers to entry are suggested; During the period of school, it will be better to establish an expression mechanism, to set up a more reasonable curriculum and social practice for Free Normal students, and to help the free normal students to establish a good view of employment; After graduate accountability and oversight mechanisms should be established in order to improve the management of employment. More importantly the levels of teachers' wages should be raised up. The local government is expected to provide an exciting working environment for free normal students.
