The research in this article is in the context of a comprehensive nationwide liberalization of the two-child birth policy.The "comprehensive two-child policy" aims to deal with the current low fertility rate in China.Population policy is one of China ’s basic national policies.However,at present,China ’s population is aging very fast and the fertility rate is below the maintenance level.At this time,suitable population and fertility policies are needed to encourage fertility,change fertility concepts and improve Fertility level.In the near future,China will become one of the most aging countries in the world,with a serious lack of social productivity,huge financial burdens and economic pressure.In order to cope with the current situation of various demographic issues in China,the Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China adopted a policy of comprehensively liberalizing the second child.To understand the impact of the comprehensive two-child policy,it is necessary to understand China’s current population situation,master the evolution of population policy and its development direction,and predict future population trends.What is the trend of population development in China in the future? An important indicator of the survey is the fertility will.Through the research on the fertility intention,we can understand the future trend of fertility level.In the period when the fertility policy has just been adjusted,it is of great significance to study the fertility wishes of people of child-bearing age in our district.The purpose of this study is to deeply analyze the influencing factors of fertility willingness of employees of childbearing age in Lucheng District,discuss the fertility level of the survey area in the future,and provide a scientific basis for the adjustment of fertility policy.Specifically,it mainly has the following two purposes: First,to understand the current status and influencing factors of the fertility willingness of employees of childbearing age in Lucheng District.The content of the questionnaire adopted by this research covered the content of fertility desires such as the willingness to give birth,the number of willingness to give birth,the time to give birth and the purpose of giving birth,and surveyed the three factors of personal factors,family factors and social factors.The influence of will.Secondly,survey people hope that the direction of fertility protection reform and draw on foreign experience to propose countermeasures to increase fertility will in Lucheng District.Unlike previous surveys,this survey focuses on what aspects of the maternity insurance that people desperately hope the government can reform,such as: maternity allowance,days of maternity leave,maternity medical expenses,etc.Provide a theoretical model basis for fine-tuning maternity insurance policies.This article first summarizes the relevant research at home and abroad,and briefly analyzes the fertility status of Lucheng District of Wenzhou City from 2013 to 2018.Including the total population,the number of births and the number of deaths,and then longitudinally compared the number of births and sex ratio,and made a brief analysis.The analysis results show that the "Comprehensive Two-Child Policy" plays an important role in promoting fertility in Lucheng District,and that the ratio of men and women in Lucheng District is balanced,which meets the UN standards.Then use the research method of questionnaire survey analysis to select employees in Lucheng District of Wenzhou City as the survey object,and use chi-square test and cross tabulation methods to select personal factors such as the nature of household registration,education level,age;Family factors such as the influence of parental ideas;and social factors such as policy influences and traditional cultural ideas have analyzed the influencing factors of fertility desire.The analysis shows that the influence of these factors mainly focuses on the number of willing births and the sex of willing births.Regarding the number of willing births:the nature of the household registration has an impact on the number of willing births,and the average number of ideal children of the rural household registration population is higher;there are also differences between different educational levels.The trend of decreasing first and then increasing;the age structure has a significant effect on the number of willing births.With the increase of age,the average number of ideal children also increases,showing a significant positive correlation;the monthly household income and the number of willing birth There is also a positive correlation between them.Regarding the gender of willing childbearing: the rural hukou population has obvious boy preference;from the perspective of education level,there is a negative correlation between education level and boy preference.The higher the education level,the less obvious the boy preference;age structure There is a positive correlation with boy preference.The older the group,the more obvious the boy preference.Finally,it investigated what areas should be focused on if the maternity protection reform is carried out,and where should the reform be carried out to make the maternity protection more beneficial to the broad masses of the people.At the same time,it draws on the experience of foreign countries to encourage childbirth.It is proposed to speed up the merger of the two insurances,promote the carding of childbirth,increase the policy promotion,simplify the reimbursement process,establish and improve the childcare leave system,expand the scope of protection,increase childbirth allowances,reduce childcare costs Six suggestions for protecting women ’s legal employment rights,strengthening quality services for public resources such as child care and child care.
