The Influence Of The Universal Two-child Policy On The Fertility Desire Of Urban Childbearing Age Group And The Study Of Follow-up Policy

The comprehensive two-child policy is proposed in the context of China's aging population increasing year by year,the gender structure problem is prominent,the demographic dividend is gradually disappearing,the working-age labor force begins to decrease,and the replacement level of the overall fertility rate is low for a long time.The specific performance is that the number of births of the two children has increased,but the effect is not as good as expected,indicating that the implementation of the comprehensive two-child policy is still insufficient.The comprehensive two-child policy as a population policy that encourages childbearing needs follow-up of other relevant policies to ensure comprehensiveness.The implementation of the child policy,therefore,this study intends to proceed from the comprehensive policy related to the two-child policy,investigate and analyze which supporting policies have an impact on the fertility willingness of the second child-born group of urban child-rearing children in Linfen City,and thus propose which should be developed The comprehensive two-child supporting policy provides countermeasures and suggestions for improving the overall reproductive environment and improving the fertility level of the society since the implementation of the comprehensive two-child policy.The literature analysis method,questionnaire survey method,field interview method,mathematical statistics method and comparative analysis method were used to follow up and improve the comprehensive two-child supporting policy.First of all,the relevant concepts and theoretical basis of the comprehensive two-child policy are clarified separately,and the implementation plan of the comprehensive two-child policy is analyzed.Secondly,the demographic information of the urban childbearing age group is statistically analyzed,and the follow-up and implementation of the comprehensive two-child supporting policy are analyzed.Then the principal component analysis method and related analysis method are used to analyze the impact of the comprehensive two-child supporting policy on the child-bearing agegroup of the two-child city.The results show that: women are the main group of fertility willingness,the age is mostly 26-35 years old,with a high level of education,the occupation is mainly based on enterprises and institutions,the monthly income level is above 6,000 yuan,and there is a certain birth policy.The understanding of the second child education,child care,medical care and other related content after birth is the most important;secondly,the urban childbearing age group believes that the comprehensive two-child supporting policy itself has insufficient medical resources,long waiting time for treatment,insufficient maternity hospitals,etc.;Insufficient resources,etc.Thirdly,the impact of the comprehensive two-child supporting policy on the fertility willingness of the second-child city's childbearing age group has six influencing factors,educational supporting factors,policy institutional factors,public facilities and environmental control factors,and raising the cost of two children.Factors,female employment factors and medical matching factors have an impact on the fertility willingness of the second-child city's childbearing age group.Fourth,the correlation analysis of the comprehensive two-child supporting policy affecting the childbearing willingness of the urban child-rearing group shows that the kindergarten fee price,maternity leave duration,Air pollution,raising children's expenses,women's employment Flatness and waiting time for treatment are the main factors affecting the fertility willingness of the two children of childbearing age in urban areas.Therefore,it is recommended to increase support for Pratt &Whitney Kindergarten,formulate a dynamic maternity leave policy,expand the coverage of maternity health insurance,strengthen infrastructure and environmental management and control policies,introduce subsidies for childbearing groups in urban childbearing ages,and guarantee the time for raising two children.The employment security of women after giving birth to two children and the implementation of tax reduction and exemption policies for employers accelerate the construction of medical related systems and platforms.
