The title system of primary and secondary school teachers is one of the important systems for the management of primary and secondary school teachers in China,and it is of great significance for promoting the orderly development of primary and secondary school teachers.Since the implementation of the professional and technical job appointment system in China in 1986,the primary and secondary school teacher title system has undergone more than 30 years of development and has entered a new phase of development.Although the reform has already begun to bear fruit,it still faces many practical problems during the implementation of the system,and the call for further reform of the primary and secondary school teacher title system is getting higher and higher.In January 2018,the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Comprehensively Deepening the Construction of Teachers in the New Era",proposing to deepen the reform of primary and secondary school teachers' professional titles and assessment and evaluation systems..Under this circumstance,it is of great significance both in theory and in practice to explore the issue of primary and secondary school teacher title system.In this paper,through empirical research and comparative exploration of the objectives and problems of policies related to the professional title system of primary and middle school teachers,it is found that the current contradiction of the primary and secondary school teacher title system is reflected in the three levels of evaluation,hiring and management.Specifically,at the level of job title evaluation,the evaluation criteria are unscientific and the opportunities for evaluation are unequal;at the level of job title employment,the contradiction between middle and senior teachers is prominent,and the phenomenon of "not hired with positions" still exists;Out of the incentive effect on teachers,the management service failed to meet the requirements of teachers.Based on this,this study takes the public policy evaluation theory as the theoretical basis,and analyzes the reasons for the existing problems of the relevant policies of the primary and secondary school teacher title system from the four aspects of efficiency,appropriateness,adequacy and responsiveness.The reason for the problem of the title system of primary and secondary school teachers.In view of the problem and the reason,this study puts forward countermeasures to solve the problem of primary and middle school teachers' professional title system in the last chapter,in order to contribute to the in-depth reform of primary and secondary school teacher's professional title system.
