As the main body of the last link of lifelong education,the elderly group plays an important role in the promotion of national soft power and the construction of learning society,so the education of the elderly has been paid more and more attention by the state and recognized by all walks of life.With the acceleration of the aging process of the population,the traditional education for the elderly is no longer a strong support to promote the positive aging.In order to develop and innovate the education for the elderly,it is necessary to combine education with old-age care,promote the integration of old-age education into the old-age service system,and develop the "combination of raising and teaching" education for the elderly.In developing the network of interests of "raising education and combining education with education for the elderly,there are both indispensable stakeholders and those who belong to the level of" partial owners ",based on the theory of stakeholders,this study defines the concept of the stakeholders of the education of the elderly as: in the course of the operation of the mode of education of the elderly(especially the form of education of the elderly school and the old-age institution),it can participate in and influence the achievement of the goal of this mode of education of the elderly and the relevant departments,enterprises,institutions or individuals who are easily influenced by the process of its realization.The stakeholders referred to in this paper are the primary stakeholders closely related to the "combination of raising education and education" in the elderly education,including the elderly,old-age schools,pension institutions,the government,and then the four types of stakeholders are classified and identified according to the classification of core stakeholders,indirect stakeholders and marginal stakeholders.Based on the perspective of stakeholders,this study investigates the situation of the areas where education for the elderly has been implemented,objectively analyzes the achievements and shortcomings,and puts forward concrete strategies to improve innovation in order to promote the popularization and popularization of education for the elderly.First of all,explain the reason and significance of the topic,review and summarize the relevant research results,establish the research ideas and methods,and define the concept of "the combination of education and education" for the elderly education stakeholders.Secondly,from the perspective of stakeholders,this paper analyzes the necessity of "combination of raising and teaching ",and thinks that it cansolve the needs of the elderly,share the responsibility of the elderly schools and pension institutions,and strengthen the overall role of the government,which is an inevitable choice to innovate the education of the elderly and integrate into the old-age service.Thirdly,the current situation of the "combination of education and education" pilot investigation,summing up the results,reflection on the problem,from the perspective of stakeholders,there are mainly the following problems: first,as the core stakeholders,the elderly lack internal motivation and external support;second,as indirect stakeholders,the linkage between the elderly schools and pension institutions is not strong;third,as marginal stakeholders,the government's macro-control efforts need to be strengthened.Finally,in view of how to promote the development of education for the elderly,appropriate strategies have been put forward for all stakeholders.First,the government should strengthen overall coordination and formulate supporting policies;second,schools for the elderly should play a leading role and strengthen service construction;third,pension institutions should play a leading role and improve the operating mechanism;and fourth,the elderly should improve their positive and change their stereotypes.Fully mobilize the enthusiasm of all stakeholders,and build a wide coverage,strong applicability,rich carrier form of the "combination of education and education" education for the elderly.
