Preschool education stage is the foundation of the whole education system.Preschool education equity bears the initial responsibility of educational equity and social equity.Since the establishment of the preschool children financial aid system in our country,great achievements have been made in the work of preschool financial aid,which has met the needs of needy children in kindergartens and promoted the development of preschool education in a fair and healthy direction.In the process of implementing the preschool children financial aid policy,the State Departments continuously optimize the policy implementation process and improve the policy content,but there is still a gap between the effect of the policy implementation and the realization of the policy objectives.On the basis of reviewing the history of preschool children financial aid policy,this study through actual interviews and investigations,in order to understand the specific implementation of the current preschool children financial aid policy in A city.This paper sums up the achievements made since the development of the preschool children financial aid policy,attempts to discover a series of problems in the process of policy publicity,policy implementation and policy effects,and based on historical experience,to explore the reasons behind the problems.In view of the existing problems,this study refers to the historical process of the institutionalization of preschool children financial aid in China,combined the real demands expressed by the interviewees on the implementation of the financial aid policy,and draws lessons from the advanced preschool children financial aid concepts of some developed countries and regions,and puts forward the following suggestions for improving the preschool children financial aid in China:(1)to strengthen the policy publicity through multiple channels,and strengthen the professional training of personnel at different levels;(2)Strengthen the input and quality of preschool children financial aid,strengthen the government's guidance and support to social organizations,and optimize the financial aid management system to ensure accurate funding;(3)Set up the concept of development-oriented preschool children financial aid,build a parent support service system centered on "family-kindergarten-community",and realize the true meaning of " Aid and Education".
