The innovation behavior of scientific and technological talents in colleges and universities is largely influenced by the policy of scientific research performance evaluation.At present,the traditional academic orientation dominated by the number of papers and projects occupies a dominant position in the scientific research performance evaluation system of colleges and universities,which leads to many problems in the transformation of scientific and technological achievements in colleges and universities.This paper attempts to analyze the internal logic between the orientation of scientific research performance evaluation and the innovation behavior of scientific and technological talents in colleges and universities,and to explore different paths for the transition of scientific research performance evaluation from "academic orientation" to "application orientation" under the background of the transformation of knowledge production mode.Based on the theory of transformation of knowledge production mode,this paper firstly establishes the theoretical model and hypothesis of research performance evaluation orientation,industry-university-research cooperation willingness and innovation behavior of scientific and technological talents in colleges and universities,and divides the intermediate variables of industry-university-research cooperation willingness into dimensions of cooperative participation and resource seeking.Then,factor analysis,hierarchical regression,structural equation model,AMOS and other methods were used to verify the research hypothesis,and antecedent conditional configuration that may influence the innovation behavior of scientific and technological talents in colleges and universities was explored based on configuration theory and FSQCA.The empirical results show that:(1)The academic orientation performance evaluation has a significant negative impact on the cooperation willingness and innovation behavior of university science and technology talents,while the application orientation performance evaluation has a significant positive impact on the cooperation willingness and innovation behavior of university science and technology talents.At the same time,more colleges and universities adopt the academic oriented performance evaluation,and there is still a large space for improvement in the application oriented performance evaluation;(2)The willingness of industry-university-research cooperation has a significant positive impact on the innovation behavior of scientific and technological talents in colleges and universities.Compared with the willingness to participate in cooperation,the willingness to seek resources has a greater promoting effect on the innovation behavior of scientific and technological talents in colleges and universities;(3)The willingness of industry-university-research cooperation plays a significant part in mediating the orientation of scientific research performance evaluation and innovation behavior of scientific and technological talents in colleges and universities.The results of FSQCA show:(1)The willingness of industry-university-research cooperation is the necessary condition and core factor for the innovation behavior of scientific and technological talents in colleges and universities.(2)Different combinations of age,educational background,professional title and research performance evaluation orientation can trigger the innovation behavior of scientific and technological talents in colleges and universities.The driving mechanism that triggers the innovation behavior of scientific and technological talents in colleges and universities is divided into three modes: the application of evaluation orientation\two evaluation orientations*high willingness of industry-university-research cooperation,demographic characteristics*two evaluation orientations*high willingness of industry-university-research cooperation,academic evaluation orientation*high willingness of industry-university-research cooperation.The driving mechanism that does not trigger the innovation behavior of scientific and technological talents in colleges and universities is divided into two modes: demographic characteristics*academic evaluation orientation*low willingness of industry-university-research cooperation,academic evaluation orientation* willingness of industry-university-research cooperation.Finally,this paper puts forward corresponding suggestions:(1)Establishing a scientific research performance evaluation mechanism guided by innovation quality contribution,and reasonably implementing 2 kinds of value-oriented performance evaluation.Apart from attaching importance to academic achievements,guiding researchers to identify with the "pragmatic" culture,and taking effective measures to encourage talents to go to the frontline and cooperate to solve technical problems;(2)According to the basic research,application research,technology development and other talent category design evaluation standards,popularizing technology transfer personnel specialized posts;(3)Based on the individual,environment,interest drive,internal resources and other factors which affect the cooperation willingness of university scientific and technological talents,taking specific measures to improve the cooperation and trading mechanism that makes the university and enterprise deeply integrate,and attaching importance to the relationship between the cooperation willingness and innovation behavior,so as to stimulate the cooperation willingness of university scientific and technological talents.
