Research-oriented universities,which is the main source of original innovations in basic research and high-tech applied research,are the most important components apparently among many organizations engaged in scientific research of National Innovation System.At present,because of the relatively weak technology innovation ability of enterprises in our country,science&technology innovation system with enterprises as the main body has not been established,so research-oriented universities undertake the role of science&technology innovation new force.The government has put in a lot of money in the process of building research-oriented universities.However,the education funds they receive are not exactly the same owing to their geograpfic location etc.In the context of lack of education funding,whether universities with more support could produce high level scientific innovation achievements?In order to find out the answer of this question,this paper studys the science&technology innovation performance of research-oriented universities in China.This paper combines qualitative analysis with quantitative analysis,and normative analysis with empirical analysis.First of all,it identifies those universities which have been selected in the "985 project" as research-oriented universities from the point view of national policies and their pivotal positions in the field of higher education,and comprehensively analyses their development history,the role played in the National Innovation System and characteristics of science&technology innovation behaviors.Secondly,based on the analysis of necessity and feasibility of science&technology innovation performance evaluation,the paper elaborates the science&technology innovation mechanism and builds the innovation theoretical model of research-oriented universities.By using Self-Organization Theory's research framework,this paper defines the science&technology innovation characteristics of research-oriented universities,and points out that the research university should be an open innovation system from the perspective of system dynamics,which,in the process of knowledge production and knowledge transfer,should develop collaborative innovation with government,enterprises and researchinstitute externally and promote the science&technology innovation ability of themself by coordinated development among scientific research and technology innovation.Finally,as for appraisal of science&technology innovation performance with DEA,the paper separates the innovation performance into three types,and introduces their DEA models respectively.In the course of empirical analysis,the paper adopts the method of static analysis and dynamic analysis independently.From the preceding analysis,we can draw the conclusion that their science&technology innovation performances are unsatisfactory overall,and have large differences.According to the analysis results,this paper makes further exploration of the influence factors that cause the unsatisfactory innovation performances of research universities in our country.It finds out that human resource indicators and government correlation indicators have significant positive influence on innovation performance;and regional economic indicators,industry correlation indicators have non-significant impact.On this basis,we analyze the influence factors,put forward the corresponding improvement strategies from the angle of economics,and provide some references for the national and regional university innovation policy making from the aspects of distribution system,research management,project supervision and funding source.There are three innovative points of this paper.First of all,focusing on the science&technology innovation performances of research-oriented universities that not only break through the reality concern of university,but also has important practical significance in China today.The second,this paper combines static analysis with dynamic analysis when analyze the scientific research performances.The last,in terms of index system,it highlights the synergistic effect of R&D expend,innovation talents cultivation and technology innovation output in the process of knowledge production and knowledge transfer,which makes the research of research-oriented universities' innovation performance more scientific and reasonable.
