Research On Social Support For The Development Of Jiangsu Provincial Sports Association

With the deepening of the modernization of China's sports governance system and governance capacity,sports associations,as one of the important forces to promote the development of modern sports,are playing an increasingly significant role in spreading sports culture,meeting the diverse needs of the people for sports,and promoting the construction of socialist spiritual civilization.Since the report of the 18 th national congress of the communist party of China put forward to "further promote the separation of government and social affairs and actively build a service-oriented government",the "decoupling of government and social affairs" and "separation of government and social affairs" between sports associations and government departments have become the focus of the work of sports government departments.In view of the "dual nature of the government and the people" at the beginning of the sports association's birth,the separation from the government is bound to face multiple construction and development problems.It is difficult for sports associations to achieve isolated development.Government departments,social institutions and associations themselves are always closely related to the development of sports associations.The quantity and quality of social support will directly affect the sustainable development of sports associations.Therefore,the study of social support in the development of sports associations has important theoretical and practical value.Paper by Jiangsu provincial sports association for the development of social support as the research object,based on the social support theory,resource dependence theory and social governance theory,USES the literature material,questionnaire survey,expert interview and mathematical statistics research methods,such as provincial level sports association itself from the government,society and the three perspective,analysis the support body of Jiangsu provincial sports association support the status quo and problems of development,and put forward the optimization of Jiangsu provincial sports association for the development of social support strategy,for the healthy development of the Jiangsu provincial sports association provide theoretical reference and practical support.The results are as follows:1.The social support subjects of provincial sports associations mainly include government departments,social related institutions or units(enterprises,public institutions,communities,schools,other sports organizations,etc.)and Jiangsu provincial sports associations themselves;The contents of social support for the development of sports associations in Jiangsu province mainly include: government policies and funds,social sponsorship,social recognition,internal infrastructure and governance mechanism.2.As of September 2019,66 provincial sports associations have been established in the jurisdiction of Jiangsu province.From the perspective of the number,most of the provincial sports associations are competitive sports associations,which are managed by Jiangsu provincial sports federation.The social support for the development of Jiangsu provincial sports associations is good: the Jiangsu provincial government has issued a series of policies and documents on the development of Jiangsu provincial sports associations.A special fund for the development of Jiangsu provincial sports association was set up.More sports professionals,volunteers into the association;Some enterprises and institutions can provide long-term financial and material support for Jiangsu provincial sports associations;The social masses are optimistic about the degree of recognition and social participation of Jiangsu provincial sports association.3.The problems of social support in the development of Jiangsu provincial sports associations are as follows: 1)on the macro level,the relevant policies of Jiangsu provincial sports associations are at a low level,the personnel management system is missing,the targeted preferential tax policies are missing and the government fund support is insufficient,etc.2)middle view: unstable support of enterprises and public institutions,low degree of public support,lack of community sports support,etc.;3)from the micro point of view: the internal governance system of Jiangsu provincial sports associations is not perfect,the service ability is insufficient,the supporting role of the party branch of the association is not obvious,and the support between associations is insufficient.4.The lack of a sound social support system is the main factor restricting the development of sports associations in Jiangsu province.The basic strategies to optimize the social support of Jiangsu provincial sports associations are as follows: 1)at the government level: strengthening the policy and financial support;2)at the social level: to improve social cognition and increase social support;3)at the level ofthe association itself: to improve the internal governance structure of Jiangsu provincial sports association,namely,to build internal management system,standardize human resource management,and strengthen financial fund management.Meanwhile,to give play to the guiding role of the temporary party branch of the association,and to promote the circulation and mutual use of funds,talents,technologies and resources among the associations.
