Study On The Financing Mode Of Beijing's Pedestrian Way Constrction With The Investment Of Private Capital

The progress of the country could not go without the development of the city.Cities provide space for people's lives and support for economic development.In the background of the construction of socialist spiritual civilization,Beijing,as capital of our country,develops nationwide fitness programs and accelerate the construction of the city pedestrian.Government strive to provide the public with a better outdoor fitness conditions.At present,the number of Beijing city pedestrian project has begun to take shape.Pedestrian has been distributed in the streets,parks,tourist spots and other places.Construction funds are focused on the government investment.But relying on the government funding for the construction of pedestrian has some limitations.Therefore,this paper hopes to provide more choices for pedestrian construction project financing by researching private capital.In recent years,Beijing's private investment has begun to play a role in the construction of the city's infrastructure.Currently,the government of Beijing advocates attract more private capital to participate in the construction of urban infrastructure.But the case of applying private capital to the construction of pedestrian is rare.Therefore,the combination of private capital and pedestrian construction of Beijing could be a new idea for financing for pedestrian construction.As urban infrastructure,pedestrian have the property of the infrastructure.This paper has taken the theory and related concepts about infrastructure as reference,analysed the nature of management and public property of pedestrian according to the connotation of pedestrian and its public characteristics,defined that pedestrian construction projects are non-operating or quasi-operating.On this basis,the paper has refered to the methods of the developed countries in the financing of urban infrastructure,and provided some suggestions for attracting private capital in several aspects.To make private capital participate in pedestrian construction project of Beijing,the government should strengthen policy support for providing access to private capital investment in pedestrian construction.And take this as the premise,government could issue special municipal bonds,set up shadow toll,utilize urban construction resources,use PPP Mode and so on to attract private capital to the construction of pedestrian.Private investment would increase the ways of sources of funds for the construction of pedestrian and promote economic development and urban construction of Beijing.The research of this paper aims to provide help for the construction project financing of pedestrian of Beijing.
