The land problem is the key issues of agriculture,farmer and rural area.The land system is the basic one in China countryside,which is related to people’s livelihoods,reform,development and stability in rural areas,which the CPC and the country attach great importance to.In 2012,the Report to the Eighteenth National Congress of the Communist Party of China pointed out: the reform of rural land system is to improve the proportion of farmers’ land value-added income.In 2013,an important aspect of deepening the reform of the party’s major strategic deployment in the third Plenary Session of the 18 th CPC Central Committee is the reform of the land system.Conference through "the Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform" relates to the land reform of the system,mainly concentrates on the rural land contractual management right mortgage,rural land contracting contract time limit,rural residents homestead to regulate circulation and rural collective construction sites operating orderly transfer and other aspects.In 2014,the annual "No 1Central Document" encourage farmers to transfer land contract conditionst.In 2016,the annual "No 1 Central Document" pointed out that to firmly and thoroughly implement the "innovation,coordination,green,open,sharing" five development concepts,vigorously promote the modernization of agriculture to ensure that hundreds of millions of farmers and country people stride forward in building a well-off society in an all-round way.Since 1970 s,from Xiaogang Village of Anhui Province the rural household contract responsibility system has become a basic land system in China.With establishing this system,mobilizing the enthusiasm of farmers,China’s grain output has a large improvement.This system solve the problem of food and clothing and rural social stability.Along with the development of social economy,the land system has been perfected,even if they are later provisions of the right to the contracted management of land may be circulated freely,but the current farmland household contract responsibility system with remuneration linked to outputbased rural two-tier management system exists many inadequacies,generally has the disadvantages outweigh the advantages,a direct impact on the effect of farmland transfer is not very apparent,affecting farmers’ income.The current agricultural land system has not yet found a breakthrough in the market of agricultural land,almost all production factors in rural areas of the city,the only land exception.The result is: the optimal allocation of land resources on the one hand can not through market means to achieve,and have to rely on 30 years of the household registration system,population,kinship,constant policy and rural administrative powers and other non market forces to transfer the allocation of land,which is totally inconsistent with the party’s the third Plenary Session of the 18 th CPC Central Committee proposed to play "theory advocates the role of the market decision;on the other hand,the current rural land system has not found a way and how to establish scientific and reasonable methods of land contract management rights to use free entry and exit,causing farmers disposable land out easily,once again into the land difficulty.The Double security farmland market circulation conducive to resolving the current land transfer process definition of property rights is not clear,unfair distribution of land increment income,farmers’ social security unfunded problem.As the direct subject of rural land transfer,farmers’ willingness plays a key role in the process of agricultural land market transfer.In this thesis,the author based survey data on the Changqing town of Baoji City in Shaanxi Province of 270 households farmers to empirical analysis the various factors affecting the double security of the circulation of rural land market will.Research shows that farmers personality variables,household characteristics variables,rural land circulation external environment variables,process variables and cognitive variables and farmers to transfer the rural financial financing variables on Farmers’ willingness to transfer will have different effects.Finally,conclusion on the basis of research,the thesis put forward some suggestions.For example,establishing standard land circulation market order,expanding farmers’ cognition of double security of farmland market circulation mechanism,accelerating the construction of rural infrastructure,accelerating the reform of rural supporting system,promoting the transfer of rural labor and increasing rural financial supports.
