At the current stage, industrialization and urbanization have promoted the transfer of large numbers of rural laborers. While increasing the productivity of agricultural labor and increasing farmers' income,it has also caused more and more peasants to migrate to secondary and tertiary industries. The population engaged in agricultural production has been continuously decreasing. There are more and more entrepreneurial and migrant workers in the township, and the land is no longer the sole source of income and channels for the farmers. As a result, the phenomenon of idle farmland and abandonment of farmland has occurred from time to time. Therefore, under the background of the further transfer of rural labor force,it is particularly important to explore how to make up for the lack of labor while realizing the scale of farmland management. The domestic and foreign scholars' perspectives on the study of agricultural land circulation mainly focus on the household income risk, moderate scale operation of farmland, concurrent farmer household behavior, and farmland rights determination.Based on the theoretical basis of agricultural resource elements substitution theory, new labor force mobility(NELM),and scale management, this paper proposes an assumption: “In order to increase the efficiency of agricultural production, farmers use machinery to replace the traditional labor force and reduce the average cost of farmers. This will induce farmers to transfer further farmland into trading activities.".In order to test this hypothesis, this paper starts with the issue of farmland transfer of rice farmers in typical rice growing areas in the middle and lower reaches of the Yangtze River.Based on the principle of factor allocation,we will cut in from the external environment of land circulation and analyze in depth the changes in the external environment of agricultural production. The mechanism of land circulation. The Probit model was established to quantitatively analyze the possible factors affecting agricultural land circulation in order to find out the factors that may affect rural land circulation, and on this basis, targeted external protection conditions and policy recommendations that promote agricultural land circulation, and these specifications Constructive references to the transfer of agricultural land can also be referenced in policy-making by regions with similar circumstances. The research results show that,in the process of agricultural mechanization development, the development of mechanization of agricultural production has a positive effect on the scale of operations for ordinary small farmers, and the higher the degree of mechanization, the easier it is to promote farmer households to increase investment in agricultural land. The internal reason is that due to the improvement of agricultural mechanization, agricultural production is more convenient, labor input is reduced, and the economic benefits of production are raised. In terms of controlling variables, the household heads of households showed a significant ageing phenomenon;the peasants' degree of communization was severe, and the heads of pure agriculture were more inclined to flow into agricultural lands to expand the scale of operations;farmers in the survey areas transferred agricultural land through non-market channels. The phenomenon is very common; In addition,in the actual transfer price of agricultural land, agricultural land transfer price differences.According to the research results, this paper proposes the following policy recommendations: At the macro level,it is necessary to improve the rural social security system, reduce the degree of farmers' dependence on agricultural land;accelerate the migration of rural agricultural population and broaden the employment channels of farmers;vigorously promote the development of non-agricultural industries and promote urbanization Construction;Increase the basic investment in agricultural machinery, expand the purchase of subsidies for agricultural machinery types, and adjust the agricultural mechanization structure in the context of agricultural supply reform.Micro-level promotion of intermediary services, the establishment of an intermediary agency for the transfer of agricultural land;rational scientific planting, increase the income of crops;strengthen the propaganda of agricultural land circulation, quality education for farmers.
