Research On Low-carbon Economic Development Of Heilongjiang Province Under The Background Of Ecological Civilization Progress

As the global population and economic scale expansion,energy and environmental issues become the focus of the world in recent years.Human faces with the shortage of energy and the threat from climate change.Chinese Communist Party held the eighteenth National Congress in Beijing in November 8,2012.In the report,the first ecological civilization will be described separately.The beautiful Chinese will be the ecological civilization construction goal in the futureTo discuss the construction of ecological civilization from the perspective of the overall layout.It will bepromote green development,development cycle,low carbon development.The development of low carbon economy is an important way for the construction of ecological civilization.We must change the traditional high pollution,high energy consumption,high input of the mode of economic growth.It is the solutions to solve the shortage of energy and climate change that it promotes the development of low carbon economy and low emission,low energy consumption,low pollution as a symbol.Because of the development of low carbon economy is a complex system engineering,so it is challenging in Heilongjiang Province.Often accompanied by dramatic changes in climate,people's increasing awareness of environmental protection.The development of low carbon economy concept has been gradually popularized.How to quickly develop a more theoretical and practical significance of low carbon economy in Heilongjiang Province.Global climate change and China pressure of carbon emission,combined with the actual economic and social situation of Heilongjiang Province,the necessity and urgency of this paper mainly analyzes the Heilongjiang province the development of low carbon economy in rural areas in Heilongjiang Province,puts forward ideas and measures for the development of low carbon economy,the path of developing low carbon economy in Heilongjiang province.This paper discusses the ecological civilization and low carbon economy,low carbon economy in Heilongjiang Province,analysis of data,from the aspects of natural economy,low carbon economy development in Heilongjiang Province,the significance of energy consumption and carbon emissions,energy-saving emission reduction and control of pollution and low carbon economy related policies,laws and regulations,explains the present development situation of Heilongjiang low carbon economy.This paper discusses the development of low carbon economy in Heilongjiang Province,there is a high pollution,high energy consumption,high material consumption industries,regional economic development is not balanced,scientific technology and equipment behind.Low hysteresis carbon economic development in Heilongjiang Province,there are many reasons,including the area of internal and external factors and the dilemma of development,low carbon industry's own characteristics,low carbon environmental protection consciousness is not strong,lack of social participation.The article also draws on the UK,Japan,America low-carbon economic development experience,from the development of low carbon economy in Shandong province and Wuhan city experience,lists the development process,the various countries and regions of low carbon economic development way.In the theory of ecological economics,sustainable development theory,externality theory and Marx theory based on the current situation in Heilongjiang Province,the construction of ecological civilization background,aiming at the existing problems,access to relevant information and data,put forward the countermeasure and suggestions for the development of low carbon economy in Heilongjiang Province.This paper adopts literature analysis,qualitative and quantitative methods combined method,comparative study of law,has carried on the detailed analysis of the Marx's ecological view and the ecological civilization theory urgency low carbon economic development in Heilongjiang province and the existing problems,combined with the actual situation of Heilongjiang Province,and puts forward some corresponding countermeasures.Low carbon economy development of Heilongjiang province still exist many obstacles.However,the construction of ecological civilization is the party's "the eighteenth National Congress" mentioned in the report focus on content,low carbon economy development in Heilongjiang province is represent the general trend,is also the guarantee of Heilongjiang Province in response to climate change and energy-saving emission reduction pressure background,comprehensive coordinated sustainable development important practice path.
