Public housing policy is fundamental to social harmony in terms of maintaining and improving the wellbeing of people.So it is very important to overcome the barriers of Chinese urban housing supply system and coordinate the demand and supply.In this paper,through merging the process of Chinese urban housing supply system,found the current situation and there are so many problems while the supply system running,explore the reform of Chinese urban housing supply system,containing three aspects:the diversification,reorganization and merging of the public houses supply system and shared-property housing system.The main contents and conclusions of this paper are as follows:First,merges the process of Chinese urban housing supply system,analyze the current situation and the problems of the supply system running.Through this procedure,found that only several subject to supply?have many forms of housing supply?different location and so on.The local government is the main supplier of Chinese urban housing;there are more and more poor people accept the help from the government;the construction of the supplier is mainly consisted of rebuild shanty areas,besides the government focus more energy on the construct of the public rental housing;most of buildings built by the government is located in the downtown.And then there are so many problems,from three aspects:the supplier,the supply system and the location,include unfair distribution,insufficient supply and so on.All of this indicates that the reform of our Chinese urban housing system is inevitable.Second,the author from three aspects researches the reform of the supply of Chinese urban housing supply system.The first of all is to promote more group to supply.As the local government is the only group of supply,the supply of urban housing supply is inefficient.For more groups to take part in co-operating and competition is to establish an incentive mechanism.And then,focuses on the reorganization and merging of the Chinese urban housing supply system.For solving the problems of running the supply system,author plan to reform the supply system.A"gradual and overall" reform is designed,the plan will be conducted in two phases,which are classified reorganization and mixed reorganization.The adjustments and connection in policy operation between the old and new policies are vital to reach a steady transition.The last,explore the shared-property housing system.In author's opinion,the shared-property is a new innovative point.The first of all,author analysis the advantages of the shared-property housing system;then,design the goals and the framework of the plant last,concrete on the detail of the running,from three aspects,for as the entering and existing system,the accounting of the property-right and the charge of the rent and maintenance costs,and hold a example to easy to understand.The government should do more to maintain and improve the wellbeing of people and construct a harmonious society.We believe,through the reform of Chinese urban public housing supply system,our people will be happier and our society will be more harmonious.
