It is people's dream to “Living in our own home”.Housing has long been a concern,especially for the low and middle income groups,which is a matter of livelihood for all levels of government concerned.The housing reform in our country has undergone from the completely welfare nature distribution to the comprehensive marketization in the past nearly 40 years.During this period,many policies have been successively introduced and various measures have been taken to build various types of indemnificatory housing in order to meet the housing demand of urban housing difficult groups.Deyang has also successively set up a housing security system based on low-rent housing,affordable housing,limited price commodity housing,and public rental housing.However,with the development of society and the change of the real estate market,the drawbacks of the traditional indemnificatory housing have gradually emerged.The disadvantages of traditional indemnificatory housing as follows,it is difficult to withdraw,interest-seeking rents,government funding pressures,tenants' property rights claims have not been met,and middle-income groups are not only excluded from security but also unable to solve housing difficulties through the market.In order to solve the shortcomings of the traditional indemnificatory housing,shared property rights of the indemnificatory housing was created during exploration.Practice has proved that this is a beneficial attempt to ensure the sustainable development of indemnificatory housing.Based on the indemnificatory housing,shared property rights,“rent to sell” such core concepts,and property rights theory,the gradient of housing consumption theory and welfare economic theory support of shared property rights of the indemnificatory housing,on the basis of relevant theoretical study of Deyang,we analyze the status of indemnificatory housing in the existing and Deyang were analyzed by using the questionnaire survey the existing problems and the reasons of indemnificatory housing.Through the study of the existing policies and the research results of the existing shared property rights of the indemnificatory housing,combined with the reality of Deyang,the introduction of the shared property rights and its significances were analyzed,and the feasibility and necessity of theoretical support,practical needs and questionnaire results are analyzed and demonstrated.By the comparison and analysis of the shared property rights system in the pilot cities,the experiences for reference in Deyang are extracted.Based on the experience and lessons from existing policies and pilot cities,combined with the reality of Deyang,this paper designed the system of admittance,pricing,share of property rights and quitting,and suggestions were puts forward.Under the background of “shared property rights hot”,in this paper,the research on the shared property righst system of indemnificatory housing in Deyang and the specific suggestions are put forward will provide some reference for Deyang to design a shared property rights system that is in line with the local reality,and will also play a positive role in promoting the implementation of the shared property rights.
