Research On The Problems And Countermeasures On Developing Fuzhou's Service Outsourcing Industry

In the 1980's,the service outsourcing industry in Fuzhou city began to rise and has gained rapid development opportunities since then with the overall development of China's service outsourcing.In order to promote the development of service outsourcing industry in Fuzhou,Fuzhou municipal government has issued various preferential policies,in support of which Fuzhou' s service outsourcing industry has achieved a lot after years of development,and has played an active role in promoting Fuzhou,s economic structure transformation and upgrading,and in alleviating the employment pressure of college students.Although the development of the service outsourcing industry in Fuzhou has achieved positive results,still with many restriction factors and problems in the process of industry development,mainly reflected in:on the one hand,Fuzhou is not included in the "China' s Service Outsourcing Demonstration Cities",and thus fails to enjoy the supporting policies specially for demonstration cities,and moreover,the supporting policies Fuzhou government has issued need being further improved,before which the development of the service outsourcing industry in Fuzhou is in an inferior position in competing with the demonstration cities;on the other hand,Fuzhou municipal govermment should carry out policies and countermeasures on the basis of making full use of Fuzhou's comparative advantages,and properly capture the problems of Fuzhou's service outsourcing industry,which has become a key problem for the Fuzhou service outsourcing industry science development.Based on the background above,the literature research method,comparative research method,social investigation method,and combining qualitative analysis and quantitative analysis method are used,and through the analysis of the development status of Fuzhou's service outsourcing industry,and evaluating its comparative advantages,achievements and problems,and finally putting forward some countermeasures and suggestions,from the top design,the policy level and the practice level,the paper is aimed to guide the development of service outsourcing industry in Fuzhou city in the theory and practice.This paper is divided into six parts:the first part introduces the research background and significance,the related research at home and abroad,research methods,and technical route and innovations;the second part is about the definition of related concepts,and the theoretical basis of the research;the third part analyzes the current situation of the development of service outsourcing in Fuzhou City,focusing on the industry status,current policy system and comparative advantages;the fourth part amaryllises the development status of Fuzhou service outsourcing enterprises in Fuzhou City,and the current service outsourcing policy support measures for analysis through the survey and research,and sums up the achievements and problems on developing Fuzhou' s service outsourcing industry;the fifth part,based on the competitive advantages and problems stated above,the writer puts forward countermeasures and suggestions in the respect of the top design,policy level and practice level on how to develop Fuzhou's service outsourcing industry from the angle of the government;the sixth part is the summary of the paper,so as to complete the goal of the paper.
