Research On Problems And Countermeasures In Service Outsourcing Of Local Reception In Foreign Affairs Of Henan Province

With rapid development of economy,continuous deepening of the management system reform increasing frequency of foreign communication and foreign affairs reception in our country,local reception in foreign affairs plays an increasingly important role in supporting the overall diplomatic policies in China.High-quality reception in foreign affairs can effectively enhance friendship between China and foreign countries,promote exchange and cooperation,and increase trade cooperation,which have an important significance in building government image,constructing good environment,promoting communication and development and other aspects.However,the conflict between the ever-increasing demand of reception in foreign affairs and serious insufficient resource in foreign affairs reception in China is becoming more and more serious.Service outsourcing of reception in foreign affairs,as an effective means to solve the short supply of service of reception in foreign affairs and reform the way of service supply of reception in foreign affairs,can effectively solve problems in these two aspects.Henan Province,as an inland province,its rapid growth of economics promotes the regular increase of reception in foreign affairs.However,the service outsourcing of local reception in foreign affairs is still in the exploratory stage,and there are still many weaknesses in the process of outsourcing.Meanwhile,by study the literature,it is found that there lack the detailed operation of public service outsourcing in China,especially lack the practice research on service outsourcing of local reception in foreign affairs.Hence,on the basis of comprehensive sorting on the theory of public service outsourcing,this paper,by employing the method of documentary,interviews and case analysis,analyzes the current status of service outsourcing of local reception in foreign affairs of Henan Province.It induces the problems that exist in service outsourcing of local reception in foreign affairs of Henan Province,which are mainly reflected in incomplete organizational system,imperfect policies and regulations,and insufficient participation of social force.Meanwhile,on the reference of related experience about service outsourcing of local reception in foreign affairs of Beijing City,the paper proposes the countermeasures for enhancing the quality of service outsourcing practice of local reception in foreign affairs of Henan Province in terms of organizational system,policies and regulations and social participation,hoping to provide some references to service outsourcing of local reception in foreign affairs in theory and practice.
