With the development of the market economy,innovation has increasingly become the source of an enterprise's and a country's core competitiveness.With limited resources,collaborative innovation has become an important way for enterprises to make full use of internal and external resources to improve scientific research capabilities and create core scientific research products since the 1960 s.Internal and external Collaborative innovation of enterprises all has received extensive attention.It is a complex system.External of the enterprise,universities,enterprises and research institutes have a non-linear collaborative innovation relationship.It is necessary to guarantee the smooth information flow or knowledge flow among them and the diversity of collaborative cooperation models.Internally,the company focuses on improving research and development capabilities,focuses on market changes,builds smooth communication of information among various departments and all elements,and seeks collaboration to create a positive and active atmosphere.In this process,more and more countries from a strategic point of view encourage collaborative innovation and generate synergistic effects of "1 + 1 > 2".Membrane computing is the first systematic framework for computational models inspired by cells,with salient features suitable for theoretical exploration and applied research,such as intrinsic regional segmentation characteristics,inherently discrete,non-deterministic,making membrane calculations It can adapt to the complexity and inaccuracy of the system process and can adapt to the changing development requirements of the complexity system.The numerical membrane system arises from the application of economics,and the numbers are the basic entities entities and collaboration.This model also emphasizes the supportive and encouraging role of the government in the collaboration of all parties through the support of relevant policy systems.At the same time,this paper analyzes the achievements made by Shandong high-tech enterprises in participating in different degrees of external collaborative innovation,and verifies the significance of the collaborative innovation model of external enterprises based on membrane systems.Based on the structure of the numerical membrane system,this paper proposes a new type of collaborative innovation
