Research On The Problems And Countermeasures Of Government Procurement In China

Government procurement serves as an important manner to increase the service efficiency of fiscal capitals and improve the transparency of public finance.The Chinese government procurement cause started from 1990 s.The past two decades have witnessed remarkable achievements,during which not only the transparency has been increased gradually but the policy guidelines are enhanced gradually.Government procurement develops towards a healthy direction of legalization and standardization,but there are some problems aroused which are in urgent need to be solved,such as imperfect procurement system,insufficient procurement elites,unfavorable procurement procedures,etc.For the time being,China is in its key period of transformation as the reforms of a new round of fiscal and financial system speed up.In new norms,national policies must be exercised for the purpose of optimizing the government procurement system,enhancing the procedures of procurement,and promoting the construction of a clean and honest administration so that the policy functions of government procurement can be played better.Grass-roots governments mark the spots where there are weak developments of government procurements.In this paper,A City,a county-level city serves as the research subject,and document research method,case analysis method,and statics analysis method are applied to introduce the current situations of government procurement of A City in terms of settings of organizations,allocations of personnel,policy systems,specific deeds,etc.Furthermore,the implementations of government procurement in A City are analyzed.Many problems concerning government procurement in A City are summarized,such as problems in the procurement project,organization and implementation,the results to determine,the contract management,etc.Measures and suggestions for improving government procurement work are expected to be raised.Government Procurement Law of the People’s Republic of China has been implemented since March 2015.The issue of this law provides the Chinese government procurement with a refine and legislated development possibility and some new requirements as well.In this paper,the specific analyses of government procurement development in A City serve as the threshold.On the basis of development situations of Chinese government procurement,measures and suggestions for improving Chinese government procurement are put forward in terms of enhancing the laws and regulations concerning government procurement,strengthening the allocation of human resources,optimizing the procedure management,accelerating the construction of “ internet +government procurement”,augmenting supervisory strength,etc.,which is expected to promote the healthy development of Chinese government procurement cause.
