In recent years,with the acceleration of industrialization and urbanization,the expansion of demand and insufficient supply of urban constructive land becomes an important factor that restricts the further development of economy and society in urban areas.But due to the limitation of current land laws and regulations in rural areas,the collective construction land can't directly enter the urban land circulation market for transaction.In order to solve the difficulty of the usage right circulation for rural collective construction land,many places carry out the pilot work according to the spirit of No.1 central documents.The results has shown that the usage right circulation for rural collective construction land can play an important role in strengthening the farmers' land rights,alleviating the contradiction between supply and demand of urban construction land,promoting the development of urban economy and society,etc.In practice,the land price of usage right circulation for rural collective construction land is lack of objective pricing basis for a long period.It results that the usage right circulation transaction market is not standardized and it damages the benefits of rural collective organizations and farmers.So it is quite essential and temporized to study the land price evaluation of it.This paper firstly summarizes research status at home and abroad about the land price evaluation of usage right circulation for rural collective construction land.And it comprehensively uses the rent theory,location theory,land appraisal principles and so on to discuss the theoretical basis of this paper.Then the paper is based on the basic situation that Dayi county exploits the rural collective construction land to establish evaluation ideas and basic evaluation methods by referring to the existing related evaluation technical specification about urban land.On this basis,the paper builds a land price evaluation system about the usage right circulation project for rural collective construction land.The system covers the division of homogeneous areas,the evaluation of the benchmark land prices and the preparation of benchmark land price correction system.Next considering the subjective and objective conditions,the applicability of the evaluation methods and theoretical basis,the paper uses market comparison method and benchmark land price coefficient correction method to evaluate the land price of a specific circulation project.It is found that the results of land price evaluation by using benchmark land price coefficient correction method is more closer to the real market transaction price.But considering the feasibility of current laws and regulations,the paper proposes to unite the two ways to evaluate the land price of it.Finally,the paper summarizes the whole paper and put forwards some suggestions and research prospects about the land price evaluation of usage right circulation for rural collective construction land.So it further promotes the research in this area.
