Research On Supervision And Control Of Funds Of Refined Oil Retail Enterprises

In recent years,the pace of China's reform and opening up has been rapid increased;more opportunities have came along as well as more challenges and risks.Among them,refined oil retail enterprises have a special industry nature: larger enterprise scale,numerous retail outlets,extensive coverage area,larger amount of money for purchase and marketing,uneven quality of personnel and so on.All these make it pay more attention for retail enterprises to the collection of accounting information,and to use the organized and optimized operation of accounting information and a whole set of scientific and strict financial control system to optimize financial management and to reduce business risk.In particular,a new situation has been showed up in the recent policy and market so that refined oil retail enterprises have to treat capital controls as a core business:On the one hand,with the increasing degree of domestic refined oil pricing mechanism acting on the international convention,the prices of domestic refined oil are more affected by the international oil price movements,which make the industry survival pressure increased so that the refined oil retail enterprises constantly expand their business and their business area.On the other hand,refined oil procurement needs centralize a lot of money to pay and retail sales is very large,as well as the means of payment increasingly diversified.All above make it particularly easy to cause confusion in the funds management,giving some criminals some chances to embezzle,steal and misappropriate the corporate funds.Much of this is due to the incomplete funding control system and poor implementation.In this paper,we take S group as an example to discuss the problems arising from the capital controls of refined oil retail enterprises,in order to improve the refined oil retail enterprises' s capital controls and to explore the construction of corresponding internal control system and make the theory of internal control and risk management get improved and developed continuously in the process of applied practice.At the same time,put the results of theoretical research into the applied practice of refined oil retail enterprises' s capital management.
