Industrial restructuring is bound to be the key point of sustained economic growth with a new form of China's economic development.The fifth Plenary Session of the eighteenth CPC Central Committee approved the Central Committee's Proposal for Formulating the 13 th Five-Year Plan for National Economic and Social Development in2015.The session noted that the growth rate of China's total supply reduce from 9-10% to6.5-7%,and emphasis the eco-economy.The concepts of innovation-driven development,balanced development,green development,open development and development for all,in order to optimize the industrial structure and build a moderately prosperous society in all respects in China.Shandong province,as one of the biggest economic and energy consumption province of China,has large gross domestic product,but the contribution rate of industrial restructuring is lower than the national average level.Jinan,as provincial capital of Shandong,its GDP is first time exceeded 600 billion yuan,reaching 610.02 billion yuan with year-on-year growth of 8.1% in 2015.It is 1% higher than the provincial average,but Jinan is one of the most polluted cities in Shandong province.It is essential to optimize industrial restructuring with the constraints of environment.Based on the industrial development data in Jinan from 2000 to 2014,this paper analyzes the internal industrial structure of industrial development by the multi-objective planning model with the constraints of environment.Three conclusions are listed in the following: First,simulation results indicate that industrial product is 187.474 billion yuan,the penalty of environment pollution is 2.231 billion yuan(accounting for 1.24% of total industrial product).Second,most of the key industry's product has declined,but the product of beverage increased.Third,the total consumption of industrial energy and water resources and the emission of industrial pollutants are lower than the actual value.Because the selected parameters is average value,it is different from actual condition and selected industries is incomplete.Within 30% error range,gross output value of the simulation results and the actual result error is about 2%,the error is no measurable,so that the simulation results has reference significance.By comparing the simulation and thesimulation results can be seen that model precision is higher,can also be used to calculate method and path of the industrial structure adjustment in other industries.In order to adapt to economic development under the new normal,combining the current situation of the development of Jinan put forward the corresponding Suggestions.Jinan first industry should diversify internal structure,strengthening agricultural technological innovation,the development of eco-agriculture,accelerate the transforming to modern agriculture.Jinan second industry should be appropriately raise the proportion of light industry,forming the integration of new industrial park,gathered the industrial structure,optimize the industrial structure.Jinan tertiary industry should increase the proportion of modern services,diversified service products,meet the personalized needs of modern society,pay attention to the combination of modern finance and large data and maximize the value of big data tools,implementation of Jinan economic steady development.
