Research On The Adjustment Of Industrial Structure Of Fujian Province Under The Carbon Dioxide Reduction Objective

Since the late 20 th century,climate change has challenged the existence and development of human beings gravely,and has been focused by governments and academia at home and abroad.Decreasing fossil energy consumption and reducing the emissions of carbon dioxide is a shared vision of the countries around the world.China's economy has been growing continuously and the carbon dioxide emissions have been increasing at the same time,so China need to develop a low carbon economy.Asa big province in the southeastcoastal areas of China,Fujian Province is facing greater pressure to reduce carbon dioxide.Different industries have different carbon emissions,so different industries should have different mission of the carbon emission reduction.It can make sure the accomplishment of the economy growth and the carbon emissions reduction.Because of the interrelationship between industries,considering economic growth alone will increase environmental pollution,and bring more disasters to the natural environment;only considering carbon reduction will protect,but it will cause economic downturn,and reduce people's living level.Therefore,during the industrial reconstructing process,economy factors and environmental factors should be taken into consideration.Thus the nation can make effective policy of industrial development to reduce the carbon dioxide emissions.On the basis of industrial structure development and low carbon economy theory,this thesis combinesindustries structure with carbon dioxide emissions,and analyzes the status of industrial structure,energy and carbon dioxide,and calculates the quantum of the carbon dioxide emissions of Fujian Province.Then,the thesis analyzes the industrial linkages of the 28 industries based on the input-output model,and calculates the economic linkages and the carbon emissions linkage.Therefore,the thesis selects thepath of industrial structure adjustment of Fujian Province.Finally,this thesis sets a multi-objective linear planning model to simulate the optimum industrial structure with the aim of economic growth and carbon emissions reduction for Fujian Province in 2013 and forecasts the industrial structure of Fujian Province in 2015.Based on the analysis of above,the thesis puts forward suggestions of the industrial restructuring policy under the background of low carbon economy of Fujian Province.This thesis draws conclusions:(1)Fujian Province should encourage the development of the eleven industries such as mining and processing of nonmetal and other ores,manufacture of foods and tobacco;Andlimit the development of the three industries: manufacture of nonmetallic mineral products,smelting and rolling of metals,scrap and waste.(2)Industrial restructuring accelerates economic growth of Fujian Province and reduces energy consumption and carbon dioxide emissions.(3)Both of the proportion of the added value of primary industry and secondary industry are lower than the actual values,while tertiary industry is higher than the actual value.
