Study On The Income Distribution Effect Of Financial Investment Expenditure

Since the Reform and Opening-up,China's economy has been maintaining a sustained high-speed growth.The rapid economic development and the implementation of China's fiscal policy is inseparable.In response to the economic crisis,our government has adopted a substantial increase of financial investment to iron out economic fluctuations.Even in normal years,in order to promoting a long-term rapid economic growth,our government has been increasing the financial investment expenditure and the implementation of active fiscal policy.The increase in fiscal investment spending,which has played a certain role in improving the economic downturn and maintaining sustained and rap id economic growth,will also bring about a series of problems.One of the neglected problems is the problem of income distribution deterioration which was brought by the fiscal investment expenditure.The growth of the economy has brought the income level and the living standard of the residents,but the income distribution gap is also widening.The financial investment expenditure is also one reason for the widening income distribution gap.This paper analyzes the mechanism of income distribution effect o f fiscal investment expenditure on the basis of theoretical research,combined with empirical research,analyzes the current situation and reasons of income gap,and puts forward corresponding policy suggestions.This paper is divided into five chapters,the first chapter,the introduction.This chapter summarizes the research background and significance,and summarizes the research on the income distribution of the existing fiscal expenditure and the economic and social problems brought by the fiscal polic y,and puts forward the innovation and deficiency of this paper.The second chapter,the theoretical basis of the fiscal investment expenditure affects income distribution.Firstly,it defines the concepts of financial investment expenditure and income distribution.Secondly,this chapter introduces the measurement method of income distribution gap,analyzes the theoretical basis of government investment in finance,and finally analyzes the direct and indirect channels of government action affecting income distribution analysis.In the third chapter,the mechanism of the implementation of the fiscal investment expenditure on the distribution of income in China.Through the analyzes of the financial distribution structure of fiscal policy this chapter analyses the influence of fiscal policy on the income distribution,including the industrial policy under the guidance of the development strategy,the administrative power of the city and the financial strength of the state-owned enterprises,combined with China's reality to discuss its mechanism of action.In the fourth chapter,an empirical study on the resident income distribution effect of fiscal investment expenditure.Through the establishment of the provincial panel data model,the influence of financial investment expenditure on income distribution gap is also analyzed.The empirical study concludes that the financial investment expenditure expands the income distribution gap between urban and rural residents and deteriorates the income distribution effect.In the fifth chapter,the rational policy recommendations of the implementation of the financial investment expenditure.According to the conclusion of empirical research,this chapter put forwards the rational use of financial investment expenditure,narrowing the income gap and improve the fiscal policy recommendations.Including the rational adjustment of the structure of financial investment expenditure,increase the financial investment expenditure in the fields of agriculture,small and medium-sized enterprises,hi-tech industry and innovation;the investment of financial investment tends to tilt to the people's livelihood,increase the input of transfer expenditure and promote the public service level integration and equalization;to strengthen the supervision of financial investment expenditure,the monitoring of financial investment expenditure,the establishment of financial investment expenditure performance appraisal.
