Research On The Influence Of Incomegap Between Urban And Rural Areas Of Fiscal Expenditure In Chongqing

Relying on reform and development,China has achieved remarkable achievements in politics,economy and culture,and the people's living standards have been improved significantly.However,the gap between urban and rural areas in China is showing a growing trend.In order to effectively curb the expansion of income gap between cities and rural areas in larger areas,ensure social stability and social harmony and need government intervention on income distribution.Financial spending is undoubtedly the most direct and effective way of adjusting income distribution in many governments,from the point of theory that fiscal spending itself is an effective economic means.Can directly or indirectly affect social income distribution.In this paper,the trend of income gap between urban and rural areas of our country is expanding.In the short term,the relationship between the financial expenditure and the urban and rural income gap is studied from the perspective of financial expenditure.Trying to find some new ideas,the current situation of the income gap between urban and rural areas of Chongqing.For this reason,this article first expounds the fiscal expenditure and the income gap between urban and rural areas relevant theoretical literature,and on the basis of regulating the income distribution theory of fiscal expenditure,selection of chongqing city as the research scope,this paper takes chongqing based on the historical background of independence in 1997,using descriptive statistical analysis method,the fiscal expenditure and the change of the income gap between urban and rural areas are analyzed.Secondly,using the time series data from 1997 to 2014 in chongqing,establish a multivariate regression model was verified the relationship between financial expenditure and the income gap between urban and rural areas in chongqing.The following research conclusions:First,the fiscal expenditure scale is increasing year by year,lead to the various projects of fiscal expenditure increasing year by year,but the projects of fiscal expenditure to total fiscal expenditure proportion change trend,gains each are not identical.And chongqing in 1997-2014 basic maintain fiscal spending accounts for the proportion of fiscal expenditure between 1% and 2.2%,the overall level is low.The income gap between urban and rural areas as a whole presents the increasing trend year by year in chongqing.Chongqing urban and rural income absolute value decrease at the same time,relative to present "U" type,the engel's coefficient and gini coefficient decreasing year by year,tal index lowered after the first.And the gini coefficient of absolute value of the income gap between urban and rural areas in chongqing are below the national average,and the relative magnitude of the income gap between urban and rural areas,the engel's coefficient and tal index are higher than the national average.Second,increase fiscal expenditure scale appropriately to reduce the income gap between urban and rural areas has a significant effect;Increase the following transaction expenses,science-education-culture-health expenditure,social security and employment,plays an important role in narrowing the chongqing urban and rural income gap.General public services and administrative fees spending increase of urban and rural areas had no significant effect of the influence of income gap;Transportation spending on narrowing the income gap between urban and rural areas in chongqing played a negative role;Urbanization rate in narrowing the income gap between urban and rural areas in chongqing has played a significant role.Finally,based on the empirical results,at the same time,combined with the characteristics of chongqing,to narrow the income gap between urban and rural areas in chongqing and puts forward some targeted policy recommendations.First,increase the following transaction expenditure,optimize expenditure structure;the following affairs Second,increase the science-education-culture-health expenditure,adjust the science-education-culture-health expenditure focus;Third,increase spending social security and employment,and establish a multi-level and comprehensive social security system;Fourth,appropriate to reduce transportation costs,improve the transportation finance system.
