The Policy Choices To Promoting The Industrial Transformation Under The "New Normal" Background

Since the "new normal" was put forward,it has triggered increasing attention and discussion of people from all circles of life.As the strategic posture,"new normal" is a necessary stage of social development.Based on this background,that how to promote the industrial transformation and upgrade the structure is the key issue of development.At present,many cities are accelerating the pace of industrial transformation and upgrading,and achieved positive results,but there are some errors.Some places think that the industrial transformation is simply to eliminate the traditional industries,and develop the emerging industries,and led to the dissonance of local economic development;some places implement "one size fits all" and require all cities in the region must achieve the goal that the added value of the third industry is higher than the added value of the secondary industry,which does not meet the objective requirements of the local.Although it is an important manifestation of industrial restructuring and upgrading,but not for all regions and cities.Therefore,how to promote industrial restructuring according to local characteristics is need for government policy guidance.Xiamen is located in the southeast coast,Siming District is also facing some problems about its economic development,and as early as a few years ago Siming District began to explore the road of industrial transformation.At the early time of the industrial transformation,the government led the direction by passing industrial policies,which played the main role of the industrial transformation.At present,there are a large number of studies on the theme of the industrial transformation,but less researchers do their studies in the aspect of policy itself.Hence,this article examines the policy choice under the "new normal" background of Siming,Xiamen.The paper is divided into five parts.The preface mainly reviews the current research results and the research ideas of this paper.The second part summarizes the policy categories introduced by Siming District government to promote industrial transformation.The policy level covers macro and micro level,and the policies covers all walks of life.The third part classifies the policy effects through three aspects:industrial structure;development;growth potential.The fourth part analyzes the existing problems on industrial transformation of Siming district,including the lack of driving force,the agglomeration of resources and the harmony of development.Finally,this article gives some suggestions of improving policy choice in the aspects of policy making,policy implement and policy evaluation.
