| Performance management is a kind of widely used management concept and method.Since 1970s,focus on the new tendency of a worldwide innovation of government management and the internal requirement of building a service-oriented government,it was gradually introduced the concept of performance management to the government internal administration in China,and asked for deepening the reform of administrative system,innovating management style,enhancing the government credibility and execution,exploring and establishing the optimal and efficient performance management system highly matching their own administrative functions.In this thesis,based on performance management practice of Honghe Local Tax Bureau,with synthesizing government performance management development and trend at home and abroad and comparing analysis of other government departments’performance management,the author analyzes in deep the characteristics,advantages,shortcomings of Honghe Local Tax Bureau’s current performance management by objectives,key performance indicators(KPI),comparison methods,investigation and research methods.Finally,the author summarizes solution countermeasures by six aspects for Local Taxation Bureau of Honghe to perfecting the performance system,optimizing performance index,strengthening process management,improving the quality of evaluation,utilizing outstanding results and cultivating performance culture.Research of this paper is not only intended to promote Honghe Local Tax Bureau to build a performance management system in conformity with their organizational objective and practice,but also to provide some useful references for other grass-roots level government departments to carry out the performance management. |
