| There are still many unsolved problems within the developmental process of the reform of state-owned enterprises.In general,there was no guidance distinguishing the categories and functions of state-owned enterprises before Deepen Reform of the State-owned Enterprises Guidance which pointed out that state-owned enterprises should be divided into business of state-owned enterprises and the public welfare of state-owned enterprises.With no clearly guidance to distinguish the categories and functions of state-owned enterprises,as well as the guidance and constraints standard to different kinds of state-owned enterprises’ market behaviors,there are a lot of problems to be resolved such as competition in the chaos,inefficient operation,fuzzy functions & power and harmful to the development of market economy.Nowadays,China is still at the primary stage of socialism.The inadequacies of the reform of state-owned enterprises must affect the development of our economy.Thus,the reform of state-owned enterprises is in urgent need of new guidance.Compared with business of state-owned enterprises,the public welfare of state-owned enterprises have their own specialty,such as social benefits first.Hence,it’s more complicated than the reform of business of state-owned enterprises in function distinguishing,operation mechanism,performance management and so on.Thus,we should make and implement the reform measures of the public welfare of state-owned enterprises.This is one of the reasons why the author make the public welfare of state-owned enterprises as object to study.The paper starts from the perspective of the latest guidance document of the classification reform of state-owned enterprises in our country,regards functionorientation and development path of public welfare state-owned enterprises as research object,makes Marx’s Ownership Theory,Marx’s Property Rights Theory,Public Goods Theory,Market Failure Theory and Principal-agent Theory as support,uses the methods of combining theoretical analysis and practical analysis and so on,defines the functions of public welfare state-owned enterprises,analyzes its functional orientation and lack of reform during development course,discusses the six obstacles of the public welfare state-owned enterprises in our country which urgently need to clear,in addition,seeks the macro and micro reasons of these problems.Then,the writer studies the reform process of state-owned enterprises in abroad,summarizes and absorbs the successful experiences.Next,the paper expounds that the function of public welfare state-owned enterprises in the socialist market economy is to protect people’s livelihood,serve the society and provide public goods and services.Finally,the paper studies development path of public welfare state-owned enterprises,namely the nature differentiation "two-step strategy",explains the specific measures,such as the conception and operation mechanism of pure public class and quasi-public class,the source channel of subsistence capital,the lack of functionality and dislocation of reform,improve the modern enterprise system and the concrete measures of laws and regulations,etc. |
