The Research On The Evaluation Index System About Sustainable Development Of Public Welfare-Oriented State-owned Forest Farm

The state-owned forestry farms are charged with the important task of national ecological construction.Especially in the background of the concept of sustainable development deeply rooted in the hearts of the people,growing number of scholars and experts suggest that the state-owned forestry farms should be given full play to its public benefits and should be given more emphasis to the ecological public welfare state-owned forestry farms. And also suggest to change enterprise management institutions into full allocation of financial institutions.In this context, how to make the state-owned forestry farms ecological public welfare better, and how to establish a scientific, systematic and operability of the evaluation criteria and indicators system has become an urgent need to study and problem to solve.In this paper, literature analysis,brainstorming,Delphi method and so on are used in this paper to analysis and screening the the relevant factors affecting the ecological public welfare state-owned forestry farms.And according to the coefficient of variation for further screening.Ultimately build the evaluation index system of the ecological public welfare state-owned forestry farms that includes ecological benefits,social benefits, economic benefits, management level and basic conditions.It contains21specific indicators.Expert advice,AHP and yaahp software are used to determine the weight of each index and then determine the ideal values according to the state-owned forestry farms’ management standards,the requirements of sustainable development,the actual research analysis and recommendations of the experts.Huangshan state-owned forestry farm is chose to be as the research object to make an empirical test in this paper.The total score is0.8319by comprehensive evaluation for Huangshan state-owned forestry farm of sustainable development. Huangshan state-owned forestry farm is sustainable according to the sustainable development criteria for the classification of the state-owned forestry farm.The degree of realization of the social benefits,economic benefits and management level is higher than that of ecological benefits and basic conditions. And proposed the development of recommendations based on the evaluation result as follow:First,increasing the proportion of mixed conifer to adjust the the species structure; improving the defense capabilities of the snowstorms and other disasters. Second, increasing the investment of technology and education.Third,strengthening the reform of the management system of state-owned forestry farms.Finally,improving the basic conditions,and intensifying talent introduction.
