The main responsibility of building service-oriented government falls on civil servants of all levels of government.However,in the context of China's economic transformation and social change,civil servants' cognition,attitudes,behaviors and values are constantly changing.Traditional "love and dedication" spirit has been missing.The authoritative survey results show that the civil servants in China have a low level of engagement in the world,among which the situation of civil servants is not optimistic,which has become an important reason for the further development of official business.Engagement is affected by many factors,but the survey shows that pay fairness is one of the factors that affect the civil service engagement,and civil servants perceived pay fairness is far lower than other people.The fairness of pay is one of the most sensitive issues in human resource management.The sense of fairness of pay refers to whether the civil servants have a fair judgment or perceptions of pay management and salary,and the promotion of pay equity is directly related to civil service organization commitment and job performance,thereby affecting the efficiency of the entire organization.Therefore,to ensure the fairness of civil service pay management,can effectively prevent their administrative omission.As the main body of the government,the fairness of salary payment has a direct impact on the enthusiasm and initiative of civil servants,and to a certain extent,determines the level of government administrative efficiency.At present,China's engagement research is still in its infancy,mostly based on the theory of foreign scholars,the research object is mostly civil servants or knowledge-based civil servants,few for public servants of this special group.And previous studies mostly pay as one of the factors that affect the degree of engagement,specifically for the relationship between pay equity and engagement research less.This paper hopes to study the relationship between civil servants and civil servants from the perspective of the most concerned pay,and find out the reasons for the weakening of civil servants' engagement,and provide macroscopic strategies and management ideas to improve their engagement degree.Personal career growth of civil servants,improve the efficiency of the organization,the whole society to enhance the quality of service and innovation.Civil servant engagement can be divided into three dimensions: vitality,devotion,concentration and pay equity,which can be divided into external justice,internal justice and performance justice.The questionnaire was designed by questionnaire,and 155 data were collected for two months.The invalid questionnaires were retrieved and 142 valid data were retrieved.The reliability and validity of the data were analyzed by SPSS 18.0.Descriptive statistical analysis,regression analysis,independent sample T test,single factor analysis of variance and other methods.Therefore,based on the study of pay equity and engagement,the following conclusions are drawn:(1)There is a significant positive correlation between the external sense of fairness,internal equity and performance fairness and civil servant engagement and its dimensions.(2)The sense of performance equity has significant positive effects on the engagement of civil servants and their sub-dimensions.(3)Gender,marriage have no significant influence on civil servants 'pay equity,civil servant engagement and their dimensions,but educational background,working years and administrative levels have different effects on civil servants' pay equity,civil servant engagement and their dimensions have significant effects.
